Staff Summary

                     The Regional Operations and Communications (ROC) Facility is a purpose built Consolidated 911 and Emergency Operations Center to support 911 Dispatch Center, Emergency Management Agency (EMA), and Emergency Telephone Systems Board (ETSB) activities and operations.

                     Formal application for FEMA EOC funding was reviewed and vetted through U.S. Representative Schneider’s and U.S. Senator Durkin’s offices.

                     The ROC was selected as a sponsored project by U.S. Representative Schneider.

                     The FFY 2022 Omnibus appropriated $1,000,000 for the ROC through the award a 3-year EOC Grant from the FEMA through the IEMA.

                     The grant term is September 1, 2022, through August 31, 2025, and is a reimbursement grant, whereby expenses must be incurred upfront and valid, approved expenses will be reimbursed through the grant.

                     Lake County will use the funds to equip and/or construct the ROC facility as one of several funding sources, including General Obligations bonds, ARPA funding and other sources.

RESOLUTION

 

WHEREAS, the County of Lake (County) provides 911 dispatch and emergency operations; and  

 

WHEREAS, the Federal Emergency Management Agency (FEMA) under the Federal Fiscal Year (FFY) 2022 Emergency Operations Center Grant Program (EOC) provides grants for the construction of Emergency Operation Centers; and

 

WHEREAS, the Regional Operations and Communications Facility is a purpose-built Consolidated 911 and Emergency Operations Center to support 911 Dispatch Center, Emergency Management Agency (EMA), and Emergency Telephone Systems Board (ETSB) operations and activities; and

 

WHEREAS, the federal Fiscal Year 2022 Omnibus appropriated a 3-year grant in the amount of $1,000,000 for the ROC from FEMA through IEMA; and

 

WHEREAS, the County Board must approve the grant and appropriate the grant revenue and budget authority to spend the grant funds through a grant budget.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the FEMA grant under the FFY 2022 EOC Grant Program by the State of Illinois, IEMA, is authorized; and

 

BE IT FURTHER RESOLVED that an emergency appropriation is hereby authorized in the amount of $1,000,000 in General Fund/Facilities and Construction/Grants - Federal (101-1500050-45334) and $1,000,000 in General Fund/Facilities and Construction/Buildings and Structures (101-1500050-82010).
