Joint resolution authorizing an emergency appropriation for the second year of two-year Intergovernmental Agreement (IGA) between the Illinois Department of Healthcare and Family Services (IDHFS) and the Lake County State’s Attorney for the continuation of the State’s Attorney’s Child Support Enforcement Program for the period of July 1, 2026 through June 30, 2027, in the amount of $830,900 for staff wages and benefits.
Staff Summary
• The current two-year IGA was approved by the County Board in May 2025.
• The Child Support Enforcement (CSE) division handles approximately 12,000 active cases, including those to establish paternity, to set support upon voluntary acknowledgment, to establish medical support orders and to enforce orders for payment of support.
• Currently, the CSE staff includes two full-time assistant state’s attorneys, a 0.15 full-time equivalent (FTE) Chief Deputy Assistant State’s Attorney, three full-time legal assistants and 2.60 FTE paralegals.
• This resolution is to emergency appropriate $830,900, which is the amount awarded for the second year of the IGA.
• Approximately 80 percent of staff salary and fringe will be covered by IDHFS and the remainder will be covered by the State’s Attorney’s operating budget.

RESOLUTION
WHEREAS, the two-year Intergovernmental Agreement for SFY 2026-2027 for the Child Support Enforcement Services was approved by the County Board in May 2025; and
WHEREAS, the second year of the IGA is in the amount of $830,900 and it is necessary to emergency appropriate this amount.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the intergovernmental agreement for the State’s Attorney Child Support Enforcement Program is hereby accepted; and
BE IT FURTHER RESOLVED, that an emergency appropriation of $830,900 is hereby authorized for the Child Support Enforcement Program in revenue and expenditure accounts as detailed in the attached chart of accounts; and
BE IT FURTHER RESOLVED, that the State’s Attorney shall serve as project director for the program, and accurate records of all necessary IGA compliance requirements shall be kept by the State’s Attorney Office; and
BE IT FURTHER RESOLVED, that the Chairperson of the Board, the Lake County State’s Attorney, and the Lake County Treasurer are hereby authorized to execute the necessary documentation in order to approve the attached agreements.
