Joint resolution authorizing an intergovernmental agreement between Lake County and the Village of Lincolnshire for the attachment of a traffic monitoring Pan-Tilt-Zoom (PTZ) camera on a village-owned lighting pole located adjacent to Everett Road.

 

Staff Summary

                     Village of Lincolnshire Pan-Tilt-Zoom (PTZ) Camera Agreement

                     PASSAGE is Lake County’s Advanced Traffic Management System for collecting traffic monitoring video images and traffic signal data.

                     The intersection of Everett Road and Riverwoods Road is the County’s first roundabout.

                     The County and the Village desire to install a PTZ camera in order to improve their effectiveness and efficiency at the roundabout.

                     The Village of Lincolnshire owns a lighting pole adjacent to Everett Road, 300 feet east of Riverwoods Road, where the PTZ will be attached.

                     The PTZ camera shall be integrated into the County’s PASSAGE network.

R E S O L U T I O N

 

                     WHEREAS, Lake County, through its Division of Transportation, has undertaken the development and implementation of an Advanced Traffic Management System (ATMS); and

 

                     WHEREAS, Lake County PASSAGE is the County’s ATMS where data is gathered to effectively and efficiently manage traffic in Lake County; and

 

                     WHEREAS, traffic monitoring PTZ cameras are integrated into the County’s PASSAGE network; and

 

                     WHEREAS, the intersection of Everett Road and Riverwoods Road is the County’s first roundabout; and

 

                     WHEREAS, the Village of Lincolnshire owns a lighting pole adjacent to Everett Road, 300 feet east of Riverwoods Road, where a traffic monitoring PTZ camera can  be attached; and

 

                     WHEREAS, the County and the Village are desirous of entering into this agreement for the attachment of the traffic monitoring PTZ camera to the lighting pole adjacent to Everett Road to effectively and efficiently manage traffic; and

 

                     WHEREAS, the County’s Division of Transportation has adopted a video use policy entitled “A POLICY FOR THE USE OF LAKE COUNTY PASSAGE VIDEO IMAGES,” providing the terms and conditions for the use of video.

 

                     NOW, THEREFORE BE IT RESOLVED by this County Board of Lake County, Illinois that the Chair of the County Board, the County Clerk and the County Engineer of Lake County are hereby authorized to execute an intergovernmental agreement with the Village of Lincolnshire for the attachment of a traffic monitoring Pan-Tilt-Zoom (PTZ) camera on a village-owned lighting pole located adjacent to Everett Road.
