Staff Summary
• For the past twelve years (2014-2026), Lake County has provided grant administration and management services for the North Chicago CDBG program.
• This Joint Agreement defines the roles and responsibilities for the County and the City for the implementation of the CDBG program.
• Both the City of North Chicago and Lake County desire to continue this arrangement for the next three years, which requires the authorization of a fourth three-year agreement.

RESOLUTION
WHEREAS, the U. S. Department of Housing and Urban Development (HUD) provides Community Development Block Grant (CDBG) funding to entitlement communities; and
WHEREAS, Lake County (County) meets the HUD definition of an entitlement community as an Urban County; and
WHEREAS, the City of North Chicago, Illinois (City) currently qualifies as an entitlement community as a Metropolitan City; and
WHEREAS, HUD entitlement status must be renewed every three years; and
WHEREAS, the requalification process allows for a Metropolitan City to defer its status and exist as part of the Urban County; and
WHEREAS, the City has agreed to defer its status as a Metropolitan City; and
WHEREAS, it is necessary to enter into a Joint Agreement with the City to define the roles and responsibilities of the City and the County to administer the CDBG program.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Board Chair is authorized to execute any, and all documents as required by HUD for Urban County entitlement status renewal; and
BE IT FURTHER RESOLVED, that the Chair of the Lake County Board or their designee is hereby authorized to execute the Community Development Block Grant Joint Agreement with the City of North Chicago.
