Joint resolution authorizing the execution of a contract with Civiltech Engineering Inc., Itasca, Illinois for professional services for the provision of Phase I preliminary engineering services for the extension of the Washington Street bike path from Atkinson Road to Lancer Lane at a maximum cost of services described of $194,034.76.                      Washington Street (Atkinson Road to Lancer Lane) Bike Path Extension; Phase I Consultant Agreement and Appropriation

                     The existing bike path along Washington Street will  be improved by extending it from Atkinson Road to Lancer Lane with connectivity to the Village of Grayslake bike path system and to the College of Lake County

                     A consultant will be utilized to undertake Phase I preliminary engineering services to determine the final recommended improvement.

                     This resolution authorizes the execution of professional services agreement with Civiltech Engineering Inc., Itasca, Illinois for Phase I (Preliminary Engineering) services and appropriates $215,000 of Motor Fuel Tax funds.

R E S O L U T I O N

 

WHEREAS, Washington Street (County Highway 45) is a designated route on the county highway system; and

 

WHEREAS, the free flow of traffic along Washington Street is beneficial to the safety and welfare of the State of Illinois and the county as a whole; and

 

WHEREAS, the State of Illinois and  Lake County believe it would be beneficial for the safety and welfare of the motoring public if the existing bike path along Washington Street could be improved by  extending it from Atkinson Road to Lancer Lane, with connectivity to the Village of Grayslake bike path system and to the College of Lake County  and

                     

WHEREAS, it is advisable that a firm be employed to provide professional services for said bike path extension; and

 

WHEREAS, Lake County by and through its Division of Transportation has selected a professional engineering services firm, Civiltech Engineering Inc., Itasca, Illinois,  in accordance with the Local Government Professional Services Selection Act, for the bike path extension from Atkinson Road to Lancer Lane, with connectivity to the Village of Grayslake bike path system and the College of Lake County; and  

 

NOW, THEREFORE BE IT RESOLVED BY this County Board of Lake County, Illinois, that Civiltech Engineering Inc., Itasca, Illinois, be employed to provide said Phase I engineering services (Preliminary Engineering), and that the Chair of the County Board, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute on behalf of Lake County, an agreement and any subsequent amendments hereto, for consultant engineering services between Lake County and Civiltech Engineering Inc., Itasca, Illinois. The County Engineer shall transmit in writing the final agreement and any amendments, to be executed by the Chair of the Lake County Board and the County Clerk.  

 

BE IT FURTHER RESOLVED that there is hereby appropriated $215,000 of Motor Fuel Tax funds for these engineering services designated as Section 09-00135-11-BT.

 

BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriations.

 

BE IT FURTHER RESOLVED that this appropriation be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County, dated January 22, 2003.
