Resolution authorizing a new Master Collective Bargaining Agreement (CBA) between the Lake County Board, Lake County Division of Transportation, Department of Public Works and Facilities Operations and the International Union of Operating Engineers Local 150, Public Employees Division.

 

Staff Summary

                     This is a four-year agreement retroactive to December 1, 2022 through November 30, 2026 and covers 144 positions across the Division of Transportation, Department of Public Works and Facilities Operations.

                     The Master agreement summarizes all of the areas where previous stand-alone contracts were the same or similar. Each division has its own supplemental agreement detailing Articles that are unique to each group, including wages.

                     Wage settlement of:

o                     Year 1- 3.25% (DOT, PW and Facilities)

o                     Year 2- 4% (DOT, PW and Facilities)

o                     Year 3-

§                     Division of Transportation- Tier 1 employees: 3%, Tier 2 employees: Newly re-designed step table with placement on a step that guarantees a minimum 3.5%

§                     Department of Public Works- Newly re-designed step table with placement on a step that guarantees a minimum 3.75%

§                     Facilities- Newly Implemented step table with placement on a step that guarantees a minimum 3.5%

o                     Year 4- Same as non-represented employees of the County with a minimum increase of 2.5% (DOT, PW and Facilities)

                     Staff has provided an estimated amount for the annual cost difference between the current pay rates and the new pay rates as follows:

o                     Public Works- $385,000 based on annually budgeted hours

o                     Facilities- $176,000 based on annually budgeted hours

o                     Division of Transportation- $517,000 based on annually budgeted hours

RESOLUTION

 

WHEREAS, International Union of Operating Engineers Local 150 has been recognized as the sole and exclusive bargaining agent for employees in the Lake County Public Employees Division; and

 

WHEREAS, the parties have reached a tentative agreement on a new Master  contract; and

 

WHEREAS, the County Board holds the final approval to ratify the terms of the tentative agreement reached.

 

NOW, THEREFORE, BE IT RESOLVED, by this the County Board of Lake County, that the Madam Chair of the Board is hereby authorized to sign the Collective Bargaining Agreement attached hereto and make a part of this Resolution; and

 

BE IT FURTHER RESOLVED, that this Agreement shall be effective from December 1, 2022 through November 30, 2026 consistent with the Illinois Public Labor Relations Act 5ILCS 315/21.
