Joint resolution authorizing a contract with Meade, Inc., Willowbrook, Illinois, in the amount of $1,487,143.71, for the maintenance of traffic control signals, streetlights, and Lake County PASSAGE field elements, under the applicable Illinois Highway Code, from December 1, 2025, to November 30, 2026, and appropriating $1,785,000 of Motor Fuel Tax funds, $1,700,000 for maintenance and $85,000 for electrical service.

 

Staff Summary

                     Patrol One maintenance activities are paid out of the Motor Fuel Tax fund, including the maintenance and electrical service and Joint Utility Locating Information for Excavators for the county traffic control signals, streetlights, other field equipment, and field elements of Lake County PASSAGE.

                     This is a shared service item, with existing agreements with Buffalo Grove, Deerfield, Deer Park, Gurnee, Highland Park, and Highwood for the inclusion of certain traffic signals within their jurisdiction in the County’s traffic signal maintenance contract for reimbursement to the County for their share.

                     There was a public call for bids, and a total of two bids were received, ranging from $1,487,143.71 to $1,648,770.36, and the lowest responsible bidder is Meade, Inc., Willowbrook, Illinois, with a contract amount of $1,487,143.71.

                     This improvement is included in the Transportation Improvement Program and designated as Section 26-00000-01-GM.

RESOLUTION

 

WHEREAS, pursuant to the authority granted by this County Board of Lake County, Illinois, the County Engineer heretofore called for sealed bids, by publication, for the 2026 traffic signal maintenance for the period from December 1, 2025, to November 30, 2026, and designated as Section 26-00000-01-GM; and

 

WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened on August 12, 2025, at 10:00 a.m. at the Lake County Division of Transportation in Libertyville, Illinois, a tabulation of said bids being as follows:

 

Meade, Inc.

Willowbrook, Illinois

$1,487,143.71

 

H&H Electric Company

Franklin Park, Illinois

$1,648,770.36

 

WHEREAS, the Public Works, Planning, and Transportation Committee, the County Engineer, and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Meade, Inc., Willowbrook, Illinois, their bid being $1,487,143.71, based on estimated quantities and unit prices; and

 

WHEREAS, this is a shared service item, with existing agreements with Buffalo Grove, Deerfield, Deer Park, Gurnee, Highland Park, and Highwood for the inclusion of certain traffic signals within their jurisdiction in the County’s traffic signal maintenance contract for reimbursement to the County for their share.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that a contract be awarded to Meade, Inc., Willowbrook, Illinois, in accordance with their bid of $1,487,143.71, based on estimated quantities and unit prices, and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder for the 2026 traffic signal maintenance for the period from December 1, 2025, to November 30, 2026, and designated as Section 26-00000-01-GM; and

 

BE IT FURTHER RESOLVED, that only those operations as listed and described on the approved Estimate of Maintenance Costs, including supplemental or revised estimates approved in connection with this resolution, are eligible for maintenance with Motor Fuel Tax funds during the period as specified above; and

 

BE IT FURTHER RESOLVED, that the County Engineer of Lake County shall submit within three months after the end of the maintenance period as stated above, to the Illinois Department of Transportation, on forms available from the Illinois Department of Transportation, a certified statement showing expenditures and the balances remaining in the funds authorized for expenditure by the Illinois Department of Transportation under the appropriation; and

 

BE IT FURTHER RESOLVED, that the County Clerk of Lake County is hereby directed to transmit four certified originals of this resolution to the district office of the Illinois Department of Transportation; and

 

BE IT FURTHER RESOLVED, that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriations provided; and

 

BE IT FURTHER RESOLVED, there is hereby appropriated $1,785,000 of Motor Fuel Tax funds for the maintenance contract and electrical service; and

 

BE IT FURTHER RESOLVED, that this award be processed by the County Engineer for final approval on behalf of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County, dated May 3, 2018.
