Staff Summary
• The County owns and operates the Des Plaines River Water Reclamation Facility (WRF) which provides wastewater treatment service to multiple municipalities in the County’s Southeast Service Area.
• The facility is a tertiary treatment plant consisting of two batteries of treatment units with a design flow of 16 MGD.
• Battery B was constructed in 1993 and included multi-stage centrifugal blower equipment to meet the aeration requirements of the facility and which two of the units are inoperable and in need of rehabilitation or replacement.
• An engineering consultant is necessary to provide engineering and construction related services associated with preparation of construction plans and specifications for this work.
• In accordance with the Quality Based Selection process the Department has determined that AECOM, Inc. is the most qualified firm to provide the professional engineering services for this project and has negotiated an Agreement for Engineering Services.
• This resolution authorizes the Purchasing Agent to execute an Agreement for Engineering Services with AECOM, Inc., Sheboygan, WI, in the amount of $71,448 for engineering and construction related services associated with the Des Plaines River WRF Battery B Aeration Blower Replacement Project.
Body
WHEREAS, the County of Lake (County) owns and operates the Des Plaines River Water Reclamation Facility (WRF) within the Southeast Lake Facilities Planning Area; and
WHEREAS, the WRF equipment requires periodic replacement and rehabilitation; and
WHEREAS, construction plans and specifications must be prepared in order to utilize the services of a construction contractor; and
WHEREAS, the engineering and construction related services associated with the preparation of construction plans and specifications requires the services of a specialized engineering firm; and
WHEREAS, the Public Works Department solicited and received statement of qualifications from professional engineering firms in accordance with the Quality Based Selection process; and
WHEREAS, the Public Works Department evaluated the statement of qualifications based on several criteria and determined that AECOM, Inc. was the most qualified firm to provide professional engineering services for this project; and
WHEREAS, Lake County has had a prior satisfactory relationship for professional services with AECOM, Inc.; and
WHEREAS, an Agreement has been negotiated with AECOM, Inc., Sheboygan, WI, to provide the necessary engineering and construction related services; and
WHEREAS, execution of this Agreement for Engineering Services must be authorized by Resolution of this County Board.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute the attached Agreement for Engineering Services with AECOM, Inc., Sheboygan, WI, in the amount of $71,448 for engineering and construction related services associated with the Des Plaines River WRF Battery B Aeration Blower Replacement Project, charging the cost thereof to Accounts No. 610-4854329-71170-48310 and 610-4854335-71170-48310.
