• A vacancy existed as of July 1, 2017 in the office of County Engineer/Director of Transportation in Lake County, Illinois.
• In accordance with 605 ILCS 5/5-204, when the office of County Engineer is vacant, the County Board may, with the consent in writing of IDOT, appoint any competent person as Acting County Engineer until the vacancy is filled in the manner of section 605 ILCS 5/5-201.
• The County has posted and advertised notice of the vacancy, reviewed the qualifications of applicants and conducted interviews pursuant to 605 ILCS 5/5-201.
• The County Administrator is recommending that the County Board Chairman and County Board submit the name of Shane Schneider, P.E., to IDOT as Acting County Engineer, replacing Al Giertych, P.E. and that his name be submitted for appropriate examination and certification by IDOT.
• Upon receiving satisfactory grades on the examination and certification from IDOT, Shane Schneider, P.E., will be appointed as County Engineer.

RESOLUTION
WHEREAS, in accordance with the resolution of the Lake County Board of December 8, 1987, the County Engineer of Lake County shall serve as the Director of Transportation; and
WHEREAS, a vacancy has existed since July 1, 2017 in the office of County Engineer in Lake County, Illinois, due to the retirement of the incumbent County Engineer which occurred June 30, 2017; and
WHEREAS, in accordance with 605 ILCS 5/5-204, the County Board must request and receive the written consent of the Illinois Department of Transportation (IDOT) before appointing an Acting County Engineer; and
WHEREAS, pursuant to 605 ILCS 5/5-201, the County Board must submit to IDOT candidates who meet the statutory qualifications to serve as County Engineer; and
WHEREAS, 605 ILCS 5/5-201 further stipulates that IDOT must hold an appropriate examination for the candidates submitted by the County Board for the position of County Engineer, and IDOT must thereafter certify the eligibility of candidates eligible to fill the position of County Engineer to the County Board; and
WHEREAS, the County has posted and advertised notice of the County Engineer vacancy, received and reviewed the qualifications of interested candidates, and conducted interviews of qualified candidates, and
WHEREAS, the County Administrator recommends to the County Board Chairman and County Board that Shane Schneider, P.E., be appointed as Acting County Engineer, upon the County’s receipt of written consent from IDOT, and that his name be simultaneously submitted to IDOT for examination and certification for the position of County Engineer; and
WHEREAS, the Chairman seeks authorization from the County Board to request consent from IDOT for the appointment of Shane Schneider, P.E., as Acting County Engineer, and to simultaneously submit to IDOT his name for examination and certification for eligibility for the position of County Engineer.
NOW, THEREFORE, BE IT RESOLVED, that the Lake County Board authorizes the appointment of Shane Schneider, P.E., as Acting County Engineer, upon the County’s receipt of written consent from IDOT, and the simultaneous submission of his name for appropriate examination and certification of a satisfactory grade for the position of County Engineer; and
BE IT FURTHER RESOLVED, upon receipt of IDOT’s certification that Shane Schneider, P.E., has made satisfactory grade in said examination he shall then be appointed County Engineer pursuant to this resolution; and
BE IT FURTHER RESOLVED, that the Lake County Board authorizes a beginning salary for Shane Schneider, P.E., of $175,000, plus benefits, as identified in his offer letter (attached); and
BE IT FURTHER RESOLVED, that the County Clerk is hereby directed to transit two certified originals of this resolution to the Illinois Department of Transportation, through its Bureau of Local Roads and Streets Office at 2300 S. Dirksen Parkway, Room 205, Springfield, Illinois, 62764.
