Staff Summary

•                     FY 2010 Materials Inspections: Consultant Agreement and Appropriation

•                     The LCDOT must provide Quality Assurance testing for contractor supplied construction and maintenance contract work during the FY2010 construction season.

•                     Additional consultant services are needed due to IDOT service cutbacks.

•                     The selected and recommended consultant is Testing Service Corporation, Gurnee, Illinois at a maximum cost for services described of $70,405.

•                     This resolution authorizes the execution of a professional services agreement with Testing Service Corporation, Gurnee, Illinois and appropriates $85,000 of Matching Tax funds for these services.

R E S O L U T I O N

WHEREAS, Lake County by and through its Division of Transportation annually, during the construction season, oversees highway construction and maintenance projects worth millions of dollars ; and

                     WHEREAS, it is advisable that a firm be employed to provide additional professional engineering services for material inspections on said projects; and

                     WHEREAS, in order to acquire necessary professional engineering services, an appropriation of funds are required for this fiscal year; and 

WHEREAS, Lake County by and through its Division of Transportation has selected a professional engineering services firm, Testing Service Corporation, Gurnee, Illinois  in accordance with the Local Government Professional Services Selection Act, for said materials inspections. 

                     NOW, THEREFORE BE IT RESOLVED, by this County Board of Lake County, Illinois, that Testing Service Corporation, Gurnee, Illinois be employed to provide professional engineering services for the materials inspections, and that the Chair of the County Board, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute, on behalf of Lake County, a contract for the provision of said services for the materials inspections, a draft copy of which is attached hereto. The County Engineer shall transmit in writing the final agreement to be executed by the Chair of the County Board and the County Clerk.

BE IT FURTHER RESOLVED that there is hereby appropriated $85,000 of Matching Tax funds for these inspection services and designated as Section 10-00000-05-EG.

BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the fund appropriated does not exceed the appropriations provided.
