Resolution ratifying an emergency procurement with Manatron, Inc., for software maintenance, support and professional services for the computer assisted mass appraisal system and the open tax file for Lake County.

 

Staff Summary

                     In October 1998, Lake County entered into a contract with ProVal Corporation to implement a computer assisted mass appraisal system.

                     The current maintenance agreements have expired for the various modules for the computer assisted mass appraisal system and annual software maintenance agreements are needed to ensure ongoing support.

                     In accordance with the Lake County Purchasing Ordinance, the Treasurer certified an emergency condition existed, necessitating an emergency procurement in order to avoid or minimize a disruption of government services.

                     The resolution ratifies the emergency procurement authorized by the Treasure with Manatron, Inc. in the annual amount of $337,827 and future renewal periods subject to the annual review by the Purchasing Agent.

 

Body

WHEREAS, in October 1998 Lake County entered into a contract with ProVal Corporation to implement a computer assisted mass appraisal system for Lake County in the amount of $264,300; and

 

WHEREAS, in June 2001 Lake County entered into change order #1 in the amount of $30,000 to customize the interface between the computer assisted mass appraisal system and the open tax file system; and

 

WHEREAS, there are various modules for the computer assisted mass appraisal system for which annual software maintenance agreements are needed to provide the ongoing support.  The current maintenance agreements have expired; and

 

WHEREAS, in accordance with Article 6-103 of the Lake County Purchasing Ordinance, the Treasurer certified an emergency condition existed, necessitating an emergency procurement in order to avoid or minimize a disruption of government services; and

 

WHEREAS, this is to ratify an Emergency Procurement authorized by the Treasurer with Manatron, Inc. - A Thomson Reuters Business in the annual amount of $337,827 and future renewal periods subject to the annual review by the Purchasing Agent.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois that the Emergency Procurement authorized by the Treasurer with Manatron, Inc., in the annual amount of $337,827 for software maintenance and support and professional services for the computer assisted mass appraisal system and the open tax file for Lake County, charging the costs thereof to account #101-1300020-71230-000-000-000-13305 is ratified.
