Joint resolution authorizing the disposal of excess property located at the northeast corner of Rollins Road at Illinois Route 83 in the Village of Round Lake Beach, Illinois, via a quitclaim deed to Front Royal DRD522, LLC.

 

Staff Summary

                     Lake County owns a parcel of property, approximately 0.648 acres at the northeast corner of Rollins Road at Illinois Route 83 in the Village of Round Lake Beach.

                     This parcel was acquired in 2013 as part of the Rollins Road at the Canadian National Railway grade separation project and is no longer needed for current or future transportation purposes.

                     On March 8, 2017, the Public Works and Transportation Committee endorsed an Excess Property Disposal Policy that allows the County Engineer to identify county-owned, but no longer needed, property and dispose of it by sale to private parties or by transfer to other government agencies in accordance with state law.

                     On September 6, 2023, this parcel was presented to the Public Works and Transportation Committee for disposal consideration. The committee consensus was for staff to proceed with the disposal process.

                     This excess parcel received a total of two bids via public auction, ranging from $425,000 to $428,000, and the highest bidder was Front Royal DRD522, LLC, in the amount of $428,000.

RESOLUTION

 

WHEREAS, Lake County owns a parcel of property at the northeast corner of Rollins Road and Illinois Route 83, designated by pin number 06-15-100-025 and is approximately 0.648 acres, in the Village of Round Lake Beach, Illinois; and

 

WHEREAS, this parcel was acquired in 2013 as part of the Rollins Road at the Canadian National Railway grade separation project; and

 

WHEREAS, a portion of this parcel will be retained as highway right-of-way and the remainder is no longer needed for current or future transportation purposes; and

 

WHEREAS, the Lake County Public Works and Transportation Committee endorsed an Excess Property Disposal Policy at its regular meeting on March 8, 2017, that allows the County Engineer to identify county-owned, but no longer needed, property and dispose of it by sale to private parties or by transfer to other government agencies in accordance with state law; and

 

WHEREAS, this excess parcel has been identified as a priority to dispose of under this Excess Property Disposal Policy; and

 

WHEREAS, Lake County, by and through its Division of Transportation, has caused to be prepared an excess parcel plat, a copy of which is attached hereto; and

 

WHEREAS, the County Engineer placed this excess parcel up for public auction and received two bids, ranging from $425,000 to $428,000; and

 

WHEREAS, the Public Works and Transportation Committee and the County Engineer have examined each bid, and it appears that the highest responsible bidder is Front Royal DRD522, LCC with a bid of $428,000.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the sale of this excess parcel is approved, and that the County Board Chair, County Clerk, and the County Engineer of Lake County, Illinois are hereby authorized to execute the quitclaim deed, and all other associated documents, and the County Engineer is hereby authorized to record in the Office of the Recorder of Deeds, the quitclaim deed, and all other associated documents, along with all other actions necessary to complete sale and conveyance of this excess parcel to Front Royal DRD522, LLC.
