R E S O L U T I O N
WHEREAS, the free flow of traffic, along Illinois highways in Lake County, is beneficial to the safety and welfare of the State of Illinois and the County as a whole; and
WHEREAS, the State of Illinois and Lake County believe it would be beneficial to the safety and welfare of the motoring public if the Lake County Division of Transportation (LCDOT) performed routine snow and ice control work on approximately 107 lane miles of Illinois highways that are designated as “State routes” within Lake County, a list is attached hereto; and
WHEREAS, IDOT will provide Lake County $268,463 for the services performed; and
WHEREAS, IDOT and Lake County are desirous of entering into an agreement stating the terms and conditions for said routine snow and ice control and payment, a draft copy of which is attached hereto; and
WHEREAS, an emergency appropriation of funds is necessary.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Board Chair, the County Clerk, and the County Engineer of Lake County are authorized, and they are directed to execute on behalf of Lake County an agreement for the Lake County Division of Transportation (LCDOT) to perform routine snow and ice control work on approximately 107 lane miles of Illinois highways that are designated as “State routes” within Lake County for the 2016/2017 winter season at a cost of $268,463, and such authorization shall include any subsequent amendments.
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any subsequent amendments, to be executed by the County Board Chair and the County Clerk.
BE IT FURTHER RESOLVED that an emergency appropriation of $208,324 in the County Highway Tax fund and $106,986 in the Motor Fuel Tax fund is needed for these services in FY2016.
BE IT FURTHER RESOLVED that this emergency appropriation be processed by the County Engineer for final approval of IDOT in accordance with the “Agreement of Understanding” between IDOT and Lake County, dated January 18, 2013.
BE IT FURTHER RESOLVED that a copy of this agreement, and any subsequent amendments, when executed in its final form, be submitted to the IDOT for their approval and final processing.
