Joint resolution ratifying contracts with Wiss, Janney, Elstner Associates, Inc., Northbrook, Illinois, in the amount of $130,785.71, and Joseph J. Henderson & Son, Inc., Gurnee, Illinois, in the amount of $686,250 for an emergency procurement required for emergency repair work to one of the Lake County Division of Transportation’s (LCDOT) facilities, and appropriating $818,000 of Motor Fuel Tax Funds.

 

Staff Summary

                     LCDOT needed repair work completed on trusses in one of the facilities built in 1953, and the County Engineer declared an emergency for this repair work on February 5, 2024.

                     In accordance with Article 6-103 of the Lake County Purchasing Ordinance, the County Engineer of Lake County certified an emergency procurement for contractual design and construction services.

                     The firm selected to provide emergency contractual design services was Wiss, Janney, Elstner Associates, Inc., Northbrook, Illinois, in the amount of $130,785.71. The contractor selected to provide emergency contractual construction services was Joseph J. Henderson & Son, Inc., Gurnee, Illinois, in the amount of $686,250 based on a Facilities and Construction Services recommendation. The project was designated as Section 24-00214-27-MG.

                     The repair work was completed on April 7, 2025.

                     This resolution, per Article 6-103 of the Lake County Purchasing Ordinance, ratifies this emergency procurement contract and appropriates $818,000 of Motor Fuel Tax funds.

RESOLUTION

 

WHEREAS, the Lake County Division of Transportation (LCDOT) owns and operates facilities within the Libertyville, Illinois, campus; and

 

WHEREAS, the trusses in the light duty shop at the LCDOT were at the end of their useful life and needed repair; and

 

WHEREAS, the LCDOT made improvements to its facilities, which included repairing trusses; and

 

WHEREAS, on February 5, 2024, in accordance with Article 6-103 of the Lake County Purchasing Ordinance, the County Engineer of Lake County declared that an emergency existed and certified an emergency procurement; and

 

WHEREAS, Lake County entered into a contract with Wiss, Janney, Elstner Associates, Inc., Northbrook, Illinois, in the amount of $130,785.71 for design services, and with Joseph J. Henderson & Son, Inc., Gurnee, Illinois, in the amount of $686,250 for construction services; and

 

WHEREAS, an appropriation of funds is required.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the emergency procurements authorized by, and effectuated through, the County Engineer for design services with Wiss, Janney, Elstner Associates, Inc., Northbrook, Illinois, in the amount of $130,785.71, and for construction services with Joseph J. Henderson & Son, Inc., Gurnee, Illinois, in the amount of $686,250 are ratified; and

 

BE IT FURTHER RESOLVED, that there is hereby appropriated $818,000 of Motor Fuel Tax funds for the emergency repair on the Lake County Division of Transportation facilities, and designated as Section 24-00214-27-MG; and

 

BE IT FURTHER RESOLVED, that the County Clerk is hereby directed to transmit four certified originals of this resolution to the district office of the Illinois Department of Transportation; and

 

BE IT FURTHER RESOLVED, that this appropriation be processed by the County Engineer for final approval on behalf of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County, dated May 3, 2018.
