                     Lake County Northwest Circulator Getting to Work Demonstration Project: RTA  ICE  Grant Application

                     The 2008 RTA fall grant cycle is underway.

                     The Getting to Work in Lake County committee included county participation.

                      The Committee produced a report, using foundation funding, entitled “Getting to Work in Lake County: A Transportation to Work Project”

                     The committee has been now been absorbed into the Lake County Coordinated Transportation Services Committee.

                     Pace has evaluated a recommended project and is a willing service provider.

                     The project is the Lake County Northwest Circulator demonstration project consisting of a new Pace route circulating the Round Lake, Lake Villa and Gurnee areas linking work forces areas to job growth areas via transit.

                     The route is structured to provide several cross connections to Pace Route 570, with enhanced service, to enable the transit reach to be larger in area.

                     The requested RTA grant funds are the Innovation, Coordination and Enhancement program.

                     The county’s role will be grant coordinator and partial local match with Pace.

                     Any grant contract is subject to further board approval regarding allocations of the necessary ¼% Sales Tax for Transportation funds.

R E S O L U T I O N

 

 

                     WHEREAS, an Ad Hoc Task Force Committee, generally called “Getting to Work in Lake County”, was active in the issue of how to connect work force to area jobs via accessible transit service; and

 

                     WHEREAS, said Getting to Work Committee included participation of the Lake County Department of Planning Building and Development and a County Board member; and

 

                     WHEREAS, a report entitled “Getting to Work in Lake County: A Transportation-to-Work Project” has been completed using foundation funding; and

 

                     WHEREAS, said report identified several demonstration project proposals suitable for grant funding from the RTA under the Innovation, Coordination, and Enhancement (ICE) Program; and

 

WHEREAS, one of the said demonstration project proposals is the so called “Lake County Northwest Circulator” project which contains two elements: a) the enhancement of service on Pace Route 570 (service from Fox Lake to Gurnee Mills) for Saturday service and expanded hours of service; and b) a new Pace route circulating the Round Lake, Lake Villa and Gurnee areas linking work force areas to job growth areas via transit and configured to provide transit and linkage to other areas via cross connection points with Pace Route 570; and

 

WHEREAS, Pace has subsequently analyzed the proposed Lake County Northwest Circulator and is a willing service provider; and

 

WHEREAS, the Getting to Work Committee has disbanded and its role has been assumed by the Lake County Coordinated Transportation Services Committee (LCCTSC); and

 

WHEREAS, the Lake County Board at its meeting of June 10, 2008, including committee discussions prior to said meeting, adopted “The Plan for Using the New Collar County Transportation Empowerment Funds” which encompasses county leadership for improving coordination of paratransit service and getting to work initiatives and contributions to local match of grants for demonstration projects; and

 

WHEREAS, the Lake County Division of Transportation (LCDOT) has received the advice of the LCCTSC in their endorsement of the proposed grant application for the Lake County Northwest Circulator; and

 

WHEREAS, the said Lake County Northwest Circulator demonstration project will provide information for the refinement of other proposed projects in the Getting to Work in Lake County: A Transportation-to-Work Project Report; and

 

WHEREAS, the RTA required authorization language for approval of a grant application and execution of a technical assistance grant itself is contained in Appendix A.

 

NOW, THEREFORE BE IT RESOLVED BY this County Board of Lake County, Illinois, that the Chair of the County Board, the County Clerk and the County Engineer of Lake County, Illinois, are authorized and are hereby directed to apply for a grant from the RTA under its Innovation, Coordination, and Enhancement (ICE) Program for said Lake County Northwest Circulator demonstration project.  

 

BE IT FURTHER RESOLVED that Appendix A is approved herewith and the County Engineer is authorized to act for the county on the matters as authorized in Appendix A.

 

                     BE IT FURTHER RESOLVED that said grant application approved by the RTA be subject to further County Board action for the appropriation of the necessary ¼% Sales Tax for transportation funds.

APPENDIX A

 

Project Title:                       Lake County Northwest Circulator Getting to Work Demonstration Project: RTA ICE

 

Resolution authorizing applications for and execution of a technical assistance grant under the Regional Transportation Authority’s general authority to make such Grants.

 

Whereas, the Regional Transportation Authority (the “Authority”), is authorized to study public transportation problems and developments; and to conduct, in cooperation with other public and private agencies, such studies; and

 

Whereas, the Authority has the power to expend funds for use in connection with these studies, and

 

                     Whereas, the Authority has the power to make and execute all contracts and other instruments necessary or convenient to the exercise of its powers, and

 

                     Whereas, approval for said funds will impose certain financial obligations upon the recipient

 

NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BOARD OF THE Lake County Division of Transportation:

 

                     Section 1.                      That the County Engineer is authorized to execute and file applications on behalf of the Lake County Division of Transportation with the Regional Transportation Authority for Innovation, Coordination, and Enhancement (ICE) Program.

 

                     Section 2.                     That the County Engineer is authorized to furnish such additional information, assurances, certifications and amendments as the Regional Transportation Authority may require in connection with this technical assistance grant application.

 

                     Section 3.                     That the County Engineer is authorized and directed on behalf of the Lake County Division of Transportation to execute and deliver grant agreements and all subsequent amendments thereto between the Lake County Division of Transportation and the Regional Transportation Authority for technical assistance grants, and the Secretary of the Lake County Division of Transportation is authorized and directed on behalf of the County Engineer to attest said agreements and all subsequent amendments thereto.

 

                     Section 4.                     That the County Engineer is authorized and directed to take such action as is necessary or appropriate to implement, administer and enforce said agreements and all subsequent amendments thereto on behalf of the Lake County Division of Transportation.
