R E S O L U T I O N
WHEREAS, this Lake County Board, at its meeting of November 10, 2009, authorized an agreement for the receipt of 2008 federal "New Freedom" grant funds for the Lake County Northwest Demonstration Project, over two years, administered by the RTA to provide partial funding for the expansion of paratransit service in Lake County during weekdays in Antioch, Avon, Grant and Lake Villa Townships; and
WHEREAS, this Lake County Board, at its meeting of November 10, 2009, authorized two agreements with Pace, the Subsidy Agreement and the Intergovernmental Agreement, for Pace to operate paratransit services for the Lake County Northwest Demonstration Project, and to reimburse the County 50% of the grant's local match; and
WHEREAS, this Lake County Board, at its meeting of December 13, 2011, approved the extension of the term of the agreement for the receipt of 2008 federal "New Freedom" grant funds for the Lake County Northwest Demonstration Project to December 31, 2012, or until the 2008 "New Freedom" funds are expended; and
WHEREAS, this Lake County Board, at its meeting of August 14, 2012, approved an amendment to the agreement expanding the service area to include Fremont and Wauconda Townships; and
WHEREAS, a second extension to the terms of the agreement for the receipt of 2008 federal "New Freedom" grant funds for the Lake County Northwest Demonstration Project is necessary through August 31, 2013 or until the funds are expended; and
WHEREAS, Lake County and the RTA are desirous of continuing the operation by Pace of the Lake County Northwest Demonstration paratransit program funded in part by the said 2008 federal "New Freedom" grant funds thru August 31, 2013, or until the "New Freedom" funds are expended, a draft copy of Amendment No. 3 to said agreement is attached hereto.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Engineer of Lake County be authorized, and directed to execute, an Amendment No. 3, and any subsequent amendments to the agreement between Lake County and the RTA pertaining to the Lake County Northwest Demonstration Project, said Amendment No. 3, extending the agreement's expiration date to August 31, 2013, or until the 2008 "New Freedom" funds are expended.
