• To fulfill the direction in the Intergovernmental Agreement establishing LakeComm and previous agreements, the County of Lake (Lessor) agrees to lease to LakeComm (Tenant) 15,324 square feet of dedicated space in the ROC Facility for LakeComm and Joint Emergency Telephone System Board operations.
• The Lease Agreement shall include a proportional shared cost between the Lessor and Tenant for the common, shared space in the ROC Facility.
• The Lease Agreement shall include a clause that any leased space cannot be occupied, transferred, or sublet without the express written consent of both the Lessor and Tenant.

RESOLUTION
WHEREAS, in 2022, as the next phase in 9-1-1 and emergency dispatch consolidation, the County of Lake and eight Public Safety Answering Points (PSAPs) partnered through an IGA (“Planning IGA”) to, “develop an Implementing Intergovernmental Agreement (“Implementing IGA”) that establishes a NEW CONSOLIDATED PSAP in Lake County, Illinois to replace and consolidate the PSAPs operated by the Parties to this Agreement;” and
WHEREAS, with the Planning IGA, the County of Lake agreed to build a new, purpose-built 9-1-1 and emergency dispatch center at the County's expense as part of the Regional Operations and Communications (ROC) Facility on the Lake County Libertyville campus for the purpose of establishing the NEW CONSOLIDATED PSAP to best serve the residents of Lake County; and
WHEREAS, with the Planning IGA, the County agreed to fully fund the ROC Facility capital expense, including the planning, building, and general furnishings for the ROC Facility, which will house the NEW CONSOLIDATED PSAP; and
WHEREAS, the Parties to the Planning IGA, the agencies currently dispatched by the partner PSAPs, the PSAP Consolidation Committee, and hired consultants have worked diligently and collaboratively to develop the plans and agreements to establish Lake Consolidated Emergency Communications (LakeComm) as a new, joint governance, consolidated PSAP to operate in the ROC Facility; and
WHEREAS, to establish LakeComm and fulfill the direction in the Planning IGA and the Implementing IGA establishing LakeComm, the County of Lake (Lessor) agrees to direct the County Administrator to develop a lease with LakeComm (Tenant) for 15,324 square feet of dedicated space in the ROC Facility for LakeComm and Joint Emergency Telephone System Board operations; and
WHEREAS, the Lease Agreement will include details on associated items to include, but not limited to, towers (for antennas) and any shared systems; and
WHEREAS, the planning goal is for LakeComm to be fully operational in the ROC Facility in Calendar Year 2025.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, to hereby direct the County Administrator to develop a Lease Agreement between the County of Lake (Lessor) and LakeComm (Tenant) for 15,324 square feet of dedicated space in the Regional Operations and Communications Facility (ROC Facility) on the Lake County Libertyville campus for dedicated LakeComm and Joint Emergency Telephone System Board use as defined in the attachment to this Resolution; and
BE IT FURTHER RESOLVED, that the Lease Agreement shall include a proportional shared cost between the Lessor and Tenant for the common, shared space in the ROC Facility, and
BE IT FURTHER RESOLVED, that the Lease Agreement between the County of Lake (Lessor) and LakeComm (Tenant) for dedicated space in the ROC Facility shall include a clause that any leased space cannot be occupied, transferred, or sublet without the express written consent of both the Lessor and the Tenant.
