• The selected firm has a satisfactory past relationship with the Lake County Division of Transportation.
• This project is included in the Transportation Improvement Program with construction starting in 2025 and designated as Section 17-00095-19-CH.

RESOLUTION
WHEREAS, Hunt Club Road, County Highway 29, and Washington Street, County Highway 45, are designated routes on the county highway system; and
WHEREAS, to ensure the free flow of traffic and the safety and welfare of the traveling public, Lake County believes it would be beneficial to make improvements to the intersection of Hunt Club Road at Washington Street; and
WHEREAS, Phase III professional engineering support services are required for these improvements; and
WHEREAS, it is advisable that a consultant engineering firm be employed to provide these Phase III professional engineering support services; and
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and
WHEREAS, Baxter & Woodman, Inc. of Chicago, Illinois, are consulting engineers skilled in the provision of these Phase III professional engineering support services; and
WHEREAS, an appropriation of funds is required.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized, and are hereby directed to execute on behalf of Lake County, an agreement, and any amendments, between Lake County and Baxter & Woodman, Inc. of Chicago, Illinois, at a maximum amount of $100,418 for Phase III professional engineering support services for improvements to the intersection of Hunt Club Road at Washington Street, a draft copy of which is attached hereto; and
BE IT FURTHER RESOLVED, that the County Engineer shall transmit, in writing, the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk; and
BE IT FURTHER RESOLVED, that the County Clerk is hereby directed to transmit four certified originals of this resolution to the district office of the Illinois Department of Transportation; and
BE IT FURTHER RESOLVED, that there is hereby appropriated $120,000 of Motor Fuel Tax funds for these Phase III professional engineering support services and other associated Phase III engineering costs, and designated as Section 17-00095-19-CH; and
BE IT FURTHER RESOLVED, that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation; and
BE IT FURTHER RESOLVED, that this appropriation be processed by the County Engineer for final approval on behalf of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County, dated May 3, 2018.
