Resolution authorizing an agreement with ECS Midwest, LLC, Buffalo Grove, Illinois for professional services to support the Construction Materials Testing Services for the Regional Operations and Communications Facility, in the amount of $98,410.  

Staff Summary

•                     As part of the Modified Fiscal Year (FY) 2021 Budget and in alignment with the Facilities Capital Improvement Plan, design of a new Consolidated 911, Emergency Management Agency (EMA), and Emergency Telephone Systems Board (ETSB) Facility was authorized. 

•                     In March of 2022 ARPA funds were appropriated for this initiative.

•                     In October of 2022 bond funds were appropriated for this initiative.

•                     In January of 2023 general construction drawings were solicited.

•                     As part of the permitting process Lake County is required to provide independent testing services for verification of construction compliance.

•                     In accordance with the Local Government Professional Services Selection Act, a firm may be selected directly by the County based on a prior satisfactory relationship; the recommended consultant is ECS Midwest, LLC.

•                     This resolution authorizes the execution of an agreement with ECS Midwest, LLC, Buffalo Grove, Illinois, to provide construction testing services in an estimated amount of $98,410.

RESOLUTION

WHEREAS, the development of a new Regional Operations and Communications Facility on the west side of Lake County’s Libertyville Campus has been identified as a strategic initiative of the Lake County Board; and

WHEREAS, construction drawings have been developed; and

WHEREAS, there is a need for 3^rd party construction testing services; and

WHEREAS, Lake County has selected ECS Midwest, LLC, in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. Seq.

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the Purchasing Agent is authorized and directed to execute on behalf of Lake County, an agreement, and any amendments, between ECS Midwest, LLC in the amount of $98,410 for professional services to support the Construction Materials Testing Services for the Regional Operations and Communications Facility.
