Joint resolution authorizing the acceptance and execution of a Byrne State Crisis Intervention Program (SCIP) Local Firearm Restraining Order (FRO) Implementation Support Grant which will assist the Lake County State’s Attorney’s Office with FRO implementation in Lake County, including an emergency appropriation of $823,523 in grant funds.

 

Staff Summary

                     The Lake County State’s Attorney’s Office (LCSAO) has been awarded $823,523 in Byrne State Crisis funds through the Illinois Criminal Justice Information Authority (ICJIA).

                     The grant term is May 1, 2025, through April 30, 2026.

                     The LCSAO will use funds to create awareness, educate petitioners and responders and manage inquiries about and for Firearm Restraining Orders (FRO), including hiring two new full-time positions (1 FTE each), a Firearm Risk Reduction Coordinator and Social Worker/FRO Navigator.

                     If funding for any of these positions ends, and new funding is not secured, the positions will be eliminated.

RESOLUTION

 

WHEREAS, the Lake County State’s Attorney’s Office has been awarded a Byrne State Crisis Intervention Program (SCIP) Grant from the Illinois Criminal Justice Information Authority (ICJIA), for the time period of May 1, 2025, through April 30, 2026, in the amount of $823,523; and

 

WHEREAS, the Lake County State’s Attorney’s Office will use this funding to implement and educate the Lake County community on Firearm Restraining Orders (FROs) through the hiring of two new full-time staff (1 FTE each); and

 

WHEREAS, the Byrne SCIP Grant is in the amount of $823,523 and it is necessary to emergency appropriate this amount; and

 

WHEREAS, the State’s Attorney’s Office recommends that the Chair of the County Board, the State’s Attorney and the Treasurer be authorized to execute the necessary documents to accept and execute the grant.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Bryne SCIP Grant awarded to the Lake County State’s Attorney’s Office by ICJIA is hereby accepted; and

 

BE IT FURTHER RESOLVED, that an emergency appropriation of $823,523 is hereby authorized for the Byrne SCIP Grant program in revenue and expenditure accounts as detailed in the attached chart of accounts; and

 

BE IT FURTHER RESOLVED, that the State’s Attorney shall serve as the project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State’s Attorney’s Office; and

 

BE IT FURTHER RESOLVED, that the Chair of the Board, the Lake County State’s Attorney, and the Lake County Treasurer are hereby authorized to execute the necessary documentation in order to accept the grant renewal.
