Staff Summary

·      On behalf of the Metro Suburban Counties of Lake, DuPage, Kane, Kendall, McHenry and Will, Will County applied for and was awarded a $2.02 million dollar Workforce Innovation Grant from the Illinois Department of Commerce and Economic Opportunity to deliver the Accelerated Training for Illinois Manufacturing (ATIM) program.

·      The ATIM program is designed to address the mismatch of worker skills and available jobs in the manufacturing industry.

·      Lake County's share of the award is $350,000, which will be used to provide training and case management services for 35 eligible adults and dislocated workers.

·      A subcontractor agreement with Will County and the Will County Workforce Investment Board is required to receive the funds.

Body

WHEREAS, Will County has received a Workforce Innovation Grant on behalf of the Metro Suburban Region and has awarded a subcontractor agreement to Lake County Workforce Development Department to deliver the Accelerated Training for Illinois Manufacturing (ATIM) program; and,

WHEREAS, the total subcontractor grant amount for Lake County Workforce Development is $350,000; and  

WHEREAS, this grant is for the program period June 1, 2013 to May 31, 2015, to provide services to 35 individuals certified as eligible; and

WHEREAS, this funding is expected to cover direct participant training, support services and staff costs; and

WHEREAS, a CFY'13 emergency appropriation of $350,000 is requested to allocate these funds into the Workforce Department's county fiscal year 2013 budget and authorize acceptance of this grant.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that a CFY'13 emergency appropriation in the amount of $350,000 for the Workforce Development Department is hereby approved; and

BE IT FURTHER RESOLVED, that the County Board Chairman is hereby authorized to execute the necessary agreement to accept the Workforce Innovation Grant funds.
