•                     Road Weather Information System (Bridge Sensors) Replacement: Agreement

•                     The Road Weather Information System (RWIS) currently in use by the Division of Transportation is outdated and no longer supported by the developer.

•                     The RWIS shares road and weather information with McHenry County, the Illinois Department of Transportation, Wisconsin Department of Transportation and the Iowa Department of Transportation who also use the same RWIS system.

•                     Vaisala Inc. of Boulder, CO is the manufacturer/software developer and the only source that can provide the integration with other transportation authorities.

•                     The Purchasing Agent consulted with an ad hoc review group and determined that this purchase is exempt from bidding on the basis of sole source.

•                     This replacement and upgrade will not exceed $68,000 and will be charged to account 101-1103015-85070-000-000-000-43004.

R E S O L U T I O N

WHEREAS, the road weather information system used by the Division of Transportation is outdated and no longer supported by the developer; and

WHEREAS, the road data is gathered through the use of sensors embedded in the roadway and data is transmitted to Lake County Division of Transportation; and

WHEREAS, the effective operation of the RWIS is beneficial to the safety and welfare of the State of Illinois and the county as a whole, and;

WHEREAS, the Division of Transportation needs to replace four bridge sensors and the supporting software before the 2010/2011 winter season begins; and

WHEREAS, Vaisala Inc. of Boulder, CO is the manufacturer/software developer and the only source that can provide integration with McHenry County Department of Transportation, Illinois Department of Transportation District 2, Wisconsin Department of Transportation and Iowa Department of Transportation; and

WHEREAS, in accordance with Article 6, Section 102 of the Lake County Purchasing Ordinance, the Purchasing Agent consulted with an ad hoc review group and determined that this purchase is exempt from bidding on the basis of sole source.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is authorized to negotiate and enter into an agreement with Vaisala Inc. of Boulder, CO for the replacement and upgrade of the Road Weather Information System currently used by the Division of Transportation for an amount not to exceed $68,000.
