                     Implementing a Victim Offender Mediation program has been a priority for the Lake County Juvenile Justice Council and the State’s Attorney’s Office for several years.

                     This program addresses the goals of the OJJDP and the priorities of the US Department of Justice and ICJIA in terms of reducing juvenile recidivism and assuring offender accountability.

                     The program is 90% funded by the grant in the amount of $29,190, (for the award period of January 1, 2011 to November 30, 2011) and a 10% cash match in the amount of $3,250 is required; no match funds are being requested from the County’s general fund, but are being provided from local partners.

                     The program will support one part time Coordinator, which will be contracted in order to minimize costs and to provide a neutral party for the facilitation of the program.

                     The program will also fund mediation training, equipment and supplies to support the program, and the cost of an external evaluation of the program’s progress and program design.

                     This program will be embedded into the 19th Judicial Circuit’s Juvenile Voluntary Supervision Diversion Program, and will provide a platform for victims to talk face to face with juvenile offenders of non-violent crimes.

RESOLUTION

 

                     WHEREAS, the Lake County State’s Attorney’s Office has applied for a $29,190 US Department of Justice FFY2007 Office of Justice and Juvenile Delinquency Prevention (OJJDP) grant, administered through the State of Illinois, that provides funding to state and local governments to address juvenile justice system needs; and

 

                     WHEREAS, the Lake County State’s Attorney’s Office will use this funding to create a new Victim Offender Mediation program; and

 

                     WHEREAS, the 10% match is required and is being supplied by external local sources and not with County general funds; and

 

                     WHEREAS, the program budget includes $29,190 in federal funds and $3,250 in match, and an emergency appropriation is necessary to appropriate these amounts in the County FY 2011 budget.

 

                     NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the application, award, and execution of this FFY2007 JABG Victim Offender Mediation grant for Lake County on behalf of the Lake County State’s Attorney’s Office are hereby authorized; and

                     

                     BE IT FURTHER RESOLVED, that an emergency appropriation in the amount of $32,440 is hereby authorized in fund 101, management center 3330040, with an equal amount of offsetting revenue in federal funds ($29,190) and external (non-general County fund) match funds ($3,250) to be deposited to the same management center; and

 

                     BE IT FURTHER RESOLVED, that the chart of accounts will be forwarded to the Controller as soon as possible; and

 

                     BE IT FURTHER RESOLVED, that the State’s Attorney shall serve as project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State’s Attorney Office; and

 

BE IT FURTHER RESOLVED, that the Board Chair, State’s Attorney, and Treasurer for Lake County are hereby authorized to execute the necessary documentation to accept the award.
