Staff Summary

                     The Northwest Regional Sewer System is made up of 12,400 linear feet of large diameter cement pipe constructed in the early 1970’s.  Recent inspection has identified an area of critical deterioration, necessitating trenchless lining to extend the service life of this 50-year-old asset.

                     This project will include the structural spray lining of 820 linear feet of pipe and the “blind” 90-degree bend that connects these two pipes to extend the service life of the two pipes and the connection point.

                     The County received bids from two contractors for this work ranging from $371,084 to $667,700. Award of this contract is recommended to the lowest responsive responsible bidder, Insituform Technologies USA, LLC, in the amount of $371,084.

RESOLUTION

 

WHEREAS, the County of Lake owns, operates and maintains transmission mains throughout the County including the Northwest Regional Sewer System in the Northwest Lake Facilities Planning area; and

 

WHEREAS, the Northwest Regional Sewer System has been in continuous service since the early 1970’s and recent inspections have identified two sections of pipe in a critical area within the Rollins-Wilson intersection that have significant deterioration; and

 

WHEREAS, the pipe is structurally intact and not in need of replacement, so various pipe lining options were considered, and spray lining was found to be feasible, and is the best solution to extend the service life of these two pipes; and

 

WHEREAS, in accordance with the Lake County Purchasing Ordinance, bids were called for by publication for the Rollins-Wilson 42-inch Transmission Sewer Lining Project; and

 

WHEREAS, subsequent to said publication, invitations to bid were extended to nine contractors; and

 

WHEREAS, two sealed bids were received and publicly opened via a zoom meeting in the office of the Purchasing Department on February 1, 2021, at 11:00 a.m.; and

 

WHEREAS, Insituform Technologies USA, LLC, Orland Park, Illinois, is the lowest responsive, responsible bidder in the amount of $371,084; one other bid was received in the amount of $667,700.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute a contract with, Insituform Technologies USA, in the amount of $371,084 for the Rollins-Wilson 42-inch Transmission Sewer Lining Project.
