R E S O L U T I O N
WHEREAS, the Chicago Metropolitan Agency for Planning (CMAP) has been authorized by the State of Illinois to carry out planning responsibilities for the Chicago metropolitan area, including transportation planning utilizing federal transportation planning funds under the Unified Work Program(UWP); and
WHEREAS, one of the Action Items of the Lake County Board's adopted Strategic Plan is to "collaborate with Pace to develop its plan for restructuring its inherited bus route system to provide residents and businesses with options to get from home to work, as well as cultural, educational and recreational opportunities; and
WHEREAS, CMAP has awarded to the Lake County Division of Transportation a $350,000 grant of UWP funds for State Fiscal Years 2010 and 2011 (7/1/2010 to 6/1/2012) to provide reimbursement for expenditures relative to a study of Pace's Lake County fixed bus routes; and
WHEREAS, Lake County must provide the local share 20% match of $87,500 for a total grant and match of $437,500; and
WHEREAS, Lake County must enter into a grant agreement with CMAP to receive said UWP reimbursements (at an 80% level), a draft copy of which is attached hereto; and
WHEREAS, the Lake County Division of Transportation will undertake the said market analysis of Lake County's fixed route bus services via a consultant hired by the county and the study will be undertaken in collaboration with Pace.
NOW, THEREFORE BE IT RESOLVED, by this County Board that the Chair of the County Board, the County Clerk, the County Engineer be authorized and they are hereby directed to execute an agreement for the receipt of Unified Work Program reimbursements in the amount of $350,000 from the Chicago Metropolitan Agency for Planning. The County Engineer shall transmit in writing the final grant agreement to be executed by the Chair of the Lake County Board and the County Clerk.
BE IT FURTHER RESOLVED, that the Chair of the County Board and the County Clerk, without further Board action, are also authorized to enter into any amendments to this agreement for the purpose of extending the term of this agreement as listed in Part C-3. The County Engineer shall transmit in writing the amendment to be executed by the Chair of the Lake County Board and County Clerk.
BE IT FURTHER RESOLVED, that there is hereby appropriated $480,000 of ¼% Sales Tax for Transportation and Public Safety funds for performing a Lake County fixed bus route study funded by said CMAP grant and designated as Section 11-00000-02-ES.
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriations.
