Staff Summary
• Illinois law requires the Lake County Board, by July 1, 2021, or by the day after the County Board’s July meeting, that a reapportionment plan must be approved and submitted to the Lake County Clerk, so each Member of the County Board represents the same number of inhabitants.
• It is the Chair’s recommendation that a Reapportionment Committee be established to make recommendations to this County Board regarding its statutory obligations relative to reapportionment.
• The Resolution also appoints seven County Board Members to the Reapportionment Committee.

RESOLUTION
WHEREAS, the Illinois Compiled Statutes, 55 ILCS 5/2-3001 et seq., require that the Lake County Board, by July 1, 2021 or by the day following the County Board’s July 2021 meeting, must reapportion Lake County so that each Member of the County Board represents the same number of inhabitants and file said plan with the Lake County Clerk; and
WHEREAS, the Statutes further provide the County Board with the opportunity to make a determination with respect to the number of county board districts and its leadership and how said leadership is elected; and
WHEREAS, it is the recommendation of your Chair that the County Board establish a Reapportionment Committee to make recommendations to this County Board regarding its statutory obligations relative to reapportionment; and
WHEREAS, the Chair further requests that the County Board approve the appointment of the following Members to the Reapportionment Committee: Chair Hart, Vice-Chair Cunningham, Member Clark, Member Danforth, Member Kyle, Member Pedersen and Member Vealitzek.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois,
1. There is hereby established the Lake County Reapportionment Committee;
2. It shall be the Committee’s duty to report to the County Board its recommendations (by the June 8, 2021 County Board meeting) on the following statutorily required determinations:
a. An apportionment plan for each board district such that the district:
1. Shall be substantially equal in population to each other district;
2. Shall be comprised of contiguous territory, as nearly compact as practicable;
3. May divide townships or municipalities only when it is necessary to conform to the population requirement of item Number 1 above; and
4. Shall be created in such a manner so that no precinct shall be divided between two or more districts, insofar as it is practicable; and
5. Shall otherwise comply with applicable state and federal law.
b. A determination regarding the election of the leadership of the County Board.
c. A determination of the number of county board districts.
BE IT FURTHER RESOLVED, that the following County Board Members are hereby appointed to serve on the Lake County Reapportionment Committee:
Sandy Hart, Chair
Mary Ross Cunningham, Vice Chair
Jennifer Clark
Michael Danforth
Angelo Kyle
Linda Pedersen
Jessica Vealitzek
BE IT FURTHER RESOLVED, that the County Administrator shall coordinate the staff support necessary to accomplish the duties of the Reapportionment Committee; and
BE IT FURTHER RESOLVED, that said Committee shall cease to exist with the filing of the Reapportionment Plan with the County Clerk by the County Board on or before July 14, 2021 - as required by law; and
BE IT FURTHER RESOLVED, that the County Clerk is hereby authorized to distribute a certified copy of this Resolution to the Members cited above and the County Administrator.
