Joint resolution to approve the 2010 Annual Action Plan, accept the CDBG, HOME, and ESG grants, approve emergency appropriations, and/or budget modifications, and authorize the Chairman to execute all necessary documents.
Staff Summary
• The development and submission of the 2010 Annual Action Plan is the first year component of the five-year 2010 - 2014 Housing and Community Development Consolidated Plan as recommended for approval by the Community Development Commission. Copies of the current “Draft” 2010 Annual Action Plan have been distributed.
• This joint resolution approves the application for and acceptance of the Community Development Block Grant (CDBG) in the amount of $2,562,606; the Home Investment Partnerships (HOME) Grant in the amount of $1,676,147; the Emergency Shelter Grant (ESG) in the amount of $113,326; and, authorizes the County Board Chairman or her designee to execute the necessary documents.
• Upon grant award by the U.S. Department of Housing and Urban Development, and acceptance by Lake County, it further authorizes emergency appropriations and/or budget modifications in the amount that the grant awards differ from the budgeted amounts, and authorizing the County Board Chairman or her designee to execute contracts with subrecipient entities for the expenditure of those funds.
• The 2010 Annual Action Plan must be submitted to the U.S. Department of Housing and Urban Development after the County Board’s approval of March 16, 2010.

WHEREAS, the U.S. Department of Housing and Urban Development (HUD) requires the submission of an Annual Action Plan as application for Community Development Block Grant funding, Home Investment Partnerships (HOME) funding, and Emergency Shelter Grant funding; and
WHEREAS, although Congress has passed and the President has signed the 2010 Omnibus Spending Bill that allocates U.S. Department of Housing and Urban Development funding - the formula allocation process for distribution of these federal funds has not yet been completed; and
WHEREAS, the U.S. Department of Housing and Urban Development has invited Lake County to apply for Fiscal Year 2010 grants (that are essentially based on the same grant levels as for Fiscal Year 2009) in the amount of $2,562,606 under the Community Development Block Grant Program; $1,676,147 under the Home Investment Partnerships (HOME) Program; and $113,326 under the Emergency Shelter Grant Program; and
WHEREAS, there are additional funds available for expenditure in 2010, including $8,654 in additional reprogrammed Community Development Block Grant funds; $180,266 in additional reprogrammed HOME Investment Partnership funds; all part of the 2010 carryovers; $3,542 in CDBG from program income; and $91,463 in HOME from program income; and
WHEREAS, the Lake County Community Development Commission has previously approved the 2010 - 2014 Housing and Community Development Consolidated Plan and has approved the 2010 Annual Action Plan, which describes certain activities comprising Lake County's Fiscal Year 2010 Community Development Block Grant program, HOME program, and Emergency Shelter Grant program.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the recommendations of the Community Development Commission for approval of the 2010 Annual Action Plan are hereby approved; and
BE IT FURTHER RESOLVED, that the Chairman of the Lake County Board or her designee is hereby authorized to execute the necessary documents to apply for and accept Community Development Block Grant funds in the amount of $2,562,606; Home Investment Partnerships (HOME) Grant funds in the amount of $1,676,147; and Emergency Shelter Grant funds in the amount of $113,326; and
BE IT FURTHER RESOLVED, that upon grant award by the US Department of Housing and Urban Development, and acceptance by the County, emergency appropriations and/or budget modifications based on the difference between grant award and budgeted amount are hereby authorized in the following Management Center expense and revenue accounts.

BE IT FURTHER RESOLVED, that upon the establishment of the Grant Program’s 2010 Chart of Accounts by the Department of Planning, Building, and Development, that the Chairman of the Lake County Board or her designee is hereby authorized to execute contracts with those entities designated in the Annual Action Plan to be recipients of funds appropriated under this resolution.
