Staff Summary
·      This is a renewal of the Juvenile Court Services grant, formerly the Juvenile Accountability Incentive Block Grant, a federal Office of Juvenile Justice and Delinquency Prevention (OJJDP) grant administered through the Illinois Criminal Justice Information Authority. Funding for this grant began in 1999 and has been renewed each year. Federal funding for this program has been approved for March 1, 2011 through February 28, 2012.
·      The purpose of this grant program is to retain a sixth Assistant State's Attorney in the Juvenile Division to allow greater focus on violent juvenile offender prosecutions, and the reduction of overall case backlog.
·      The emergency appropriation of $3,633 is needed to accommodate the increase in award ($3,270) and match ($363) amounts, both of which will come from non-County sources.
·      Sources of program funding include $28,722 in federal funds, $3,191 in matching funds provided from the State's Attorney's Asset Forfeiture Fund and $16,991 from the County, for a program total of $48,904.
·      Program costs include $34,038 in salary and $11,596 in benefits (for the 50% assignment to the grant), and $3,270 in equipment for a program total of $48,904.

RESOLUTION
 
      WHEREAS, the Illinois Criminal Justice Information Authority (ICJIA) has announced the continuation of a 12-month formula-based grant in the amount of $28,722 for the State's Attorney's Juvenile Court Services program, which will support the retention of prosecutors, in turn allowing a greater focus on violent juvenile offender prosecutions, and the reduction of overall case backlog; and
 
      WHEREAS, the grant program will fund 50% of the salary of one Assistant State's Attorney in the Juvenile Division and a new digital sender for the Juvenile Division in support of this program and
 
      WHEREAS, the grant program budget of $48,904 as submitted to ICJIA, consists of $28,722 federal funds, $3,191 required 10% matching local funds provided from the State's Attorney Asset Forfeiture Fund 760-3318010-79920 and $16,991 in salary and fringe overmatch funds provided by the County through already-approved allocations in the State's Attorney's FY2011 budget; and
 
      WHEREAS, all costs associated with this ASA position are already appropriated in the State's Attorneys FY11 budget, except for $3,633 which reflects the $3,270 increase in award amount and $363 increase in match amount; and
 
      WHEREAS, it is necessary to authorize the renewal as described herein.
 
      NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the renewal of the State's Attorney's Juvenile Court Services program grant, in the amount of $48,904 for the period beginning March 1, 2011 through February 28, 2011, is hereby authorized and accepted; and
 
      BE IT FURTHER RESOLVED, that the emergency appropriation in the amount of $3,633 be approved; and
 
      BE IT FURTHER RESOLVED, that the Chairman of the Board, the Lake County State's Attorney, and the Lake County Treasurer are hereby authorized to execute the necessary documentation to apply for and accept the renewal; and
 
      BE IT FURTHER RESOLVED, that grant revenue in the amount of $28,722 in federal funds from the ICJIA will be deposited to account 101-3315010-45334, $3,191 in matching funds will be transferred to account 101-3315010-45020 from account 760-3318010-79920, and $16,991 in overmatch funds are already appropriated; and
 
      BE IT FURTHER RESOLVED, that the State's Attorney shall serve as project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State's Attorney Office.
