Joint resolution authorizing an agreement with the Lake County Forest Preserve District (LCFPD) stating the terms and conditions for the design and construction of a multi-use path along Rollins Road, from Hainesville Road to Hook Drive, and designated as Section 08-00080-56-BR.
 
Staff Summary
·      Rollins Road at Illinois Route 83: LCFPD Agreement.
·      The intersection improvement of Rollins Road at Illinois Route 83 will be improved along with construction of a grade separation of the Canadian National Railroad (CN RR) to provide increased traffic capacities (Rollins Road Gateway Improvement).
·      In order to provide for this improvement, the County will design and construct a multi-use path along Rollins Road, from Hainesville Road to Hook Drive, connecting to the LCFPD path at Hook Drive.
·      The LCFPD will reimburse the County for a share of the construction of the multi-use path estimated to be $41,054.
·      The multi-use path will be maintained by the Village of Round Lake Beach.
·      This resolution authorizes an agreement with the LCFPD for the design and construction of a multi-use path along Rollins Road, from Hainesville Road to Hook Drive.
 
Body
R E S O L U T I O N
 
WHEREAS, Rollins Road, County Highway 31, is a designated route on the County highway system; and
 
WHEREAS, the LCFPD and Lake County believe it would be beneficial for the safety and welfare of the motoring public if Rollins Road, at its intersection Illinois Route 83, could be improved along with construction of a grade separation of the CN RR to provide increased traffic capacities (Rollins Road Gateway Improvement); and
 
WHEREAS, this improvement includes the design and construction of a multi-use path along Rollins Road, from Hainesville Road to Hook Drive, connecting to the LCFPD path at Hook Drive; and
 
WHEREAS, the LCFPD will reimburse the County for a share of the construction of the multi-use path estimated to be $41,054; and
 
WHEREAS, Lake County and the LCFPD are desirous of entering into an agreement stating the terms and conditions for the design and construction of a multi-use path along Rollins Road, from Hainesville Road to Hook Drive, a draft copy of which is attached hereto; and
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Board Chair, the County Clerk, and the County Engineer of Lake County, Illinois, are authorized, and are hereby directed to enter into an agreement between Lake County and the LCFPD stating the terms and conditions for the design and construction of a multi-use path along Rollins Road, from Hainesville Road to Hook Drive, and designated as Section 08-00080-56-BR.
 
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement to be executed by the County Board Chair and the County Clerk.
