Body
WHEREAS, River Road (County Highway 4) and Roberts Road (County Highway 35) are designated routes on the county highway system; and
WHEREAS, in order to ensure the safety and welfare of the motoring public and provide for the free flow of traffic Lake County proposes to improve the intersection of River Road at Roberts Road utilizing federal highway funds provided by the Illinois Department of Transportation; and
WHEREAS, this County Board of Lake County, Illinois at its meeting of April 12, 2008 authorized the execution of an agreement for these federal highway funds between the State of Illinois and Lake County for federal reimbursement of 80% of the Phase I engineering services (Preliminary Engineering) for said improvement; and
WHEREAS, this County Board of Lake County, Illinois at its meeting of April 12, 2008, appropriated $175,000 of County Bridge Tax funds and $110,000 of Motor Fuel Tax funds to provide for these Phase I engineering services (Preliminary Engineering) services; and
WHEREAS, the above-said agreement has been administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes; and
WHEREAS, the need to accommodate the extension of the project limits on the south leg so that the new pavement on the River Road approach leg will be 1-foot above the floodplain elevation for the above-said improvement have necessitated an increase of compensation for the above-said Phase I engineering services (Preliminary Engineering) services; and
WHEREAS, the State of Illinois and Lake County are desirous of entering into an Amendment #1 to the agreement to utilize federal highway funds for the above-proposed supplemental Phase I engineering services (Preliminary Engineering) services, setting forth the terms and obligations to each agency, a draft copy of which is attached hereto.
NOW, THEREFORE BE IT RESOLVED, that the Chair of the Lake County Board, the County Clerk, and the County Engineer of Lake County are authorized and they are directed to execute an Amendment #1 to the agreement pertaining to the financing of the above-named improvement. The County Engineer shall transmit, in writing, the final Amendment #1 to the agreement to be executed by the Chair of the Lake County Board and the County Clerk and grant plan and specification approval to the Illinois Department of Transportation. This improvement is designated as Section 07-00086-08-CH.
BE IT FURTHER RESOLVED, that a copy of this Amendment #1 to the agreement, when executed in its final form, be submitted to the Illinois Department of Transportation for their approval and final processing.
