Staff Summary
· The Vernon Hills water reclamation facility is a major wastewater treatment plant that provides services for the Village of Vernon Hills and unincorporated portions of southeast central Lake County.
· The plant has major equipment that has reached the end of its useful life and now requires replacement of two effluent filters, replacement of three sludge pumps, and repair to two clarifiers, along with other miscellaneous building and equipment improvements and repairs.
· The County awarded a construction contract for this project to Concord Construction Services, Inc. in the amount of $2,069,800.
· Construction observation services from a professional engineering firm are required.
· The County has received prior satisfactory services of this type from AECOM Technical Services, Inc., Sheboygan, Wisconsin.
· This resolution authorizes an agreement for professional services with AECOM Technical Services, Inc. in the amount of $132,480.

RESOLUTION
WHEREAS, the County of Lake owns, operates and maintains the Vernon Hills NCT Water Reclamation Facility (WRF) serving the Southeast Central Lake Facilities Planning Area; and
WHEREAS, improvements and upgrades to the Vernon Hills NCT Water Reclamation Facility are necessary to serve the communities within the facilities planning area and to satisfy regulatory requirements of the Illinois Environmental Protection Agency; and
WHEREAS, the County has bid and awarded the contract for the construction phase of the project and is ready to proceed with construction of the Vernon Hills NCT WRF Miscellaneous Improvement Project; and
WHEREAS, due to the specialized nature of this project, the County requires construction related services from an engineering firm qualified in this type of engineering; and
WHEREAS, AECOM is qualified to provide the specialized construction related services for this project; and
WHEREAS, Lake County has had a prior satisfactory relationship for professional services with AECOM; and
WHEREAS, in accordance with Section 5-101 (3) of the Lake County Purchasing Ordinance, the County has had a prior satisfactory relationship for professional services with AECOM; and
WHEREAS, an Agreement has been negotiated with AECOM to provide the necessary engineering services; and
WHEREAS, execution of an Agreement for Professional Services must be authorized by Resolution of this County Board.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute the attached Agreement for Professional Services with AECOM Technical Services Inc., Sheboygan, WI, in the amount of $132,480.00 for construction engineering services associated with the Vernon Hills NCT WRF Miscellaneous Improvement Project and charging the costs thereof to several Account Numbers.
