Joint resolution authorizing the continuation of the State's Attorney's Violent Crime Victims Assistance grant program (VCVA) awarded by the Office of the Illinois Attorney General for SFY2010, for the time period July 1, 2009 through June 30, 2010.

Staff Summary

                     Renewal of the Violent Crime Victims Assistance Act Program grant, administered through the Office of the Illinois Attorney General for the grant period from July 1, 2009 to June 30, 2010. 

                     Funding for this grant began in 1990 and is renewed each year.  This program  assists in funding a domestic violence counselor in the Misdemeanor Division of the State’s Attorney’s Office.  They make contact with victims and witnesses, provide support and court-process education, and encourage victims to come forward for court dates and court proceedings.

                     Sources of program funding include $26,000 in grant funds and $35,363 from County funds, for a program total of $61,363 consisting of wages and benefits for the fulltime Counselor.

 

Body

 

WHEREAS, the State's Attorney has received a notice of renewal for the Violent Crime Victims Assistance Program, budgeted at $26,000, awarded by the Office of the Illinois Attorney General for the time period July 1, 2009 to June 30, 2010; and

 

                     WHEREAS, $26,000 was originally appropriated in the FY 2009 budget for this Program to supplement the salary of the full-time Domestic Violence Counselor; and

 

WHEREAS, it should be noted that it will be necessary for the County to provide additional compensation and benefits valued at approximately $35,363 (a reduction of $3,007 from FY08) without reimbursement from the Office of the Illinois Attorney General for the full-time Domestic Violence Counselor; and

 

WHEREAS, the Lake County State's Attorney, Law and Judicial Committee and Financial and Administrative Committee recommend the continuation of this Program.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois that the Lake County State's Attorney's Violent Crime Victims Assistance Program with the Office of the Illinois Attorney General is hereby authorized; and

 

                       BE IT FURTHER RESOLVED, that the Chairman of the Board, the Lake County State's Attorney, and the Lake County Treasurer are hereby authorized to execute the necessary documentation in order to accept the renewal; and

                     

BE IT FURTHER RESOLVED, that offsetting revenue in the amount of $26,000 from the Office of the Illinois Attorney General will be deposited to account 101-3314010-49910; and 

 

BE IT FURTHER RESOLVED, that the State’s Attorney shall serve as project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State's Attorney's Office.
