• Lake County has a long standing and successful relationship with URL Integration who has provided professional services for the integration of justice agencies.
• The Purchasing Agent convened an ad hoc group that approved bid exemption on the basis of the long standing, successful relationship. The knowledge gained through this relationship adds value integral to the services provided.
• This contract will cost the County an amount not to exceed $502,356.00 charged to 101-1103160-71150-000-000-000-00000.

WHEREAS, the Information and Technology department has a bid-exempt requirement for the purchase of consulting services from URL Integration to implement key Court document exchanges with the States Attorney and Public Defender, and to develop schema and technical requirements for the new Case Management System for the Public Defender as part of Integrated Justice; and
WHERAS, the key Court document exchanges with the States Attorney and Public Defender consist of: Multiple Adult Sentencing Orders, GED Order, Impact Incarceration Consent and Order, Order for Restitution, Sex Offender Motion and Order, Blood Specimen Motion and Order, Medical Exam - HIV Testing Motion and Order, Orders for Street Value Fine and Crime Lab Fee and Nolle Pros Order; and
WHEREAS, the Public Defender Case Management System technical requirement work will include development of use-case and business process model diagrams, validation of the documentation to ensure it reflects the business process and efficiencies that automation will provide the Public Defender, and mapping document information to the National Information Exchange Model Standard; and
WHEREAS, there exists a long standing and successful relationship with URL Integration who has provided professional services for the integration of justice agencies in Lake County; and
WHEREAS, Information Technology recommends the continuation of services by URL Integration; and
WHEREAS, in accordance with Article 6, Section 102 of the Lake County Purchasing Ordinance, the Purchasing Agent convened an ad hoc review group that approved bid exemption on the basis that there exists a long standing, successful relationship for professional services, and the knowledge gained through this relationship adds value integral to the services provided. for these services.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized to enter into an agreement for the purchase of consulting services with URL Integration, Colorado Springs, CO to implement key Court document exchanges with the States Attorney and Public Defender and to develop schema and technical requirements for the new Case Management System for the Public Defender in an amount not-to-exceed $502,356.00 charged to 101-1103160-71150-000-000-000-00000.
