                     Lewis Avenue Resurfacing, Wadsworth Road to 20th Street: Contract Award.

                     Lewis Avenue, from Wadsworth Road to 20th Street, is in need of resurfacing, curb and gutter replacement, and replacing traffic signals at 27th and 33rd Streets.

                     This resurfacing improvement has been identified within the County’s pavement management system, and is included in the 2017 highway improvement program.

                     A total of two bids were received, ranging from $4,354,706.29 to $4,766,277.66, and the lowest responsible bidder is Alliance Contractors, Inc., of Woodstock, Illinois, in the amount of $4,354,706.29.

R E S O L U T I O N

 

WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, for the resurfacing of Lewis Avenue, from Wadsworth Road to 20th Street, and replacing the traffic signals at 27th and 33rd Streets, and designated as Section 16-00089-08-RS; and 

 

WHEREAS, pursuant to said publication calling for said bid, sealed bids were received and opened on December 13, 2016, at 10:00 a.m. at the Lake County Division of Transportation in Libertyville, Illinois; a tabulation of said bids being as follows:

Woodstock, Illinois

$4,354,706.29

 

Peter Baker and Son Company

Lake Bluff, Illinois

$4,766,277.66

 

WHEREAS, the Public Works and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Alliance Contractors, Inc., of Woodstock, Illinois, their bid being $4,354,706.29 based on estimated quantities and unit prices; and

 

WHEREAS, this Lake County Board, by prior resolution at its meeting of September 13, 2016, appropriated $6,260,000 of Motor Fuel Tax funds for the resurfacing of Lewis Avenue, from Wadsworth Road to 20th Street, and replacing the traffic signals at 27th and 33rd Streets.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said Alliance Contractors, Inc., of Woodstock, Illinois, in accordance with their bid of $4,354,706.29, based on estimated quantities and unit prices, and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder for resurfacing Lewis Avenue, from Wadsworth Road to 20th Street, and replacing the traffic signals at 27th and 33rd Streets, for section designated as Section 16-00089-08-RS.

 

BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.

 

BE IT FURTHER RESOLVED that this award be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County dated January 18, 2013.
