Staff Summary
·      Rollins Road Gateway Improvement; Phase III: Consultant Agreement and Appropriation.
·      The improvement of the intersection of Rollins Road at Illinois Route 83, and the grade separation of Rollins Road under the Canadian National Railroad (CNRR) is a chosen project for the transportation challenge bond program.
·      A consultant will be utilized to complete Phase III construction engineering services.
·      The selected and recommended firm is Alfred Benesch & Company, Chicago, Illinois, for a maximum cost of services described as $3,713,945.
·      This resolution appropriates $4,460,000 of ¼% Sales Tax for Transportation and Public Safety funds.

R E S O L U T I O N
 
WHEREAS, Rollins Road, County Highway 31, is a designated route on the County highway system; and
 
WHEREAS, it would be beneficial for the safety and welfare of the motoring public if Rollins Road at its intersection with Hainesville Road, County Highway 24, and Illinois Route 83, could be improved along with the construction of a grade separation of the Canadian National Railroad (CNRR) to provide increased traffic capacities (Rollins Road Gateway Improvement); and
 
WHEREAS, it is advisable that a consultant engineering firm be employed to provide Phase III construction engineering services; and
 
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act (50 ILCS 510/1 et. seq.); and
 
WHEREAS, Alfred Benesch & Company, Chicago, Illinois, are consulting engineers skilled in the provision of said Phase III construction engineering services.
 
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that Alfred Benesch & Company, Chicago, Illinois, be employed to provide said Phase III construction engineering services, and that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized, and they are directed to execute on behalf of Lake County, an agreement, and any subsequent amendments, for consultant engineering services between Lake County and Alfred Benesch & Company, Chicago, Illinois, for a cost of services described as $3,713,945, a draft copy of which is attached hereto.
 
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement, and any subsequent amendments, to be executed by the County Board Chair and the County Clerk.
 
BE IT FURTHER RESOLVED that there is hereby appropriated $4,460,000 of ¼% Sales Tax for Transportation and Public Safety funds for these engineering services, and designated as Section 08-00080-56-BR.
 
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action, provided the final contract cost chargeable under the funds appropriated does not exceed the appropriation provided.
