Resolution ratifying an emergency procurement authorized by the Director of Finance and Administrative Services to enter into a contract with Monaco Mechanical, Inc., Lisle, IL, in the amount of $ 1,854,000 for boiler replacement for the Lake County Administration and Courts Complex.

 

 

Staff Summary

                     On April 12, 2011 the County Board approved a competitive bid contract with International Piping Systems Inc., of Schaumburg, IL in the amount of $1,815,000 for boiler replacement for the Administrative Tower and Courts Complex.

                     International Piping Systems Inc., failed to submit the required bonding and insurance documentation, and the award was withdrawn.

                     The Director of Finance and Administrative Services certified that an emergency condition existed which necessitated immediate action to minimize a disruption in government services.

                     Monaco Mechanical Inc., Lisle, IL the second lowest bidder from the original bid confirmed their original bid price of $1,854,000 and ability to perform the boiler renovation within the specified timeframe.

                     The Purchasing Division issued an emergency purchase order to Monaco Mechanical Inc., in the amount of $1,854,000 for the work.

                     The Purchasing Division began steps to recover $39,000 from the bid security bond submitted by International Piping Systems Inc., which is the difference between the International Piping Systems Inc., bid amount and the Monaco Mechanical Inc., bid amount.

                     This resolution is to ratify an emergency procurement with Monaco Mechanical, Inc., Lisle, Illinois, in the amount of $1,854,000 for the boiler replacement.

 

 

Body

 

WHEREAS, on April 12, 2011, the Lake County Board approved a competitive

bid  contract with International Piping Systems Inc. of Schaumburg, IL  in the amount of $1,815,000 for boiler replacement in the Lake County Administrative Tower and Courts Complex; and

 

WHEREAS, an award notice was sent conditioned upon International Piping Systems Inc. provision of insurance certification, Performance and Payment bonds in accordance with Section 4-102  (4), (5); and

 

WHEREAS, International Piping Systems Inc. failed to submit the required bonding documentation within the time allotted; and

 

WHEREAS, the boiler was scheduled for installation in Fall, 2011 in coordination with other renovation work occurring in the Administrative Tower; and

 

WHEREAS, there was a need to withdraw the award to International Piping Systems Inc. for failure to submit the insurance and performance bond; and

 

                     WHEREAS, in accordance with Section 6-103 of the Lake County Purchasing Ordinance, the Director of Finance and Administrative Services has certified that an Emergency condition existed necessitating immediate action to minimize a disruption in government services; and

 

                     WHEREAS, the second lowest bidder from the original bid was contacted and confirmed their original bid price of $1,854,000 and ability to perform the boiler renovation within the specified timeframe; and

 

                     WHEREAS, the Purchasing Division issued an emergency purchase order for

the work and began steps to recover $ 39,000 from the bid security bond submitted by International Piping Systems Inc.; the amount of the difference between the International Piping Systems Inc. bid amount and the Monaco Mechanical, Inc. bid amount.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the emergency procurement authorized by the Director of Finance and Administrative Services with Monaco Mechanical, Inc., Lisle, IL for boiler replacement in the amount of $1,854,000 charging $1,700,000 to account 101-1103280-82020 and $154,000 to account 101-1103285-82020 is hereby ratified.

 

BE IT FURTHER RESOLVED, that an emergency appropriation in the amount of $39,000 is hereby authorized and shall be appropriated to 101-1103285-82020 with the offsetting revenue in 101-1103285-49910.
