Staff Summary

•                     The 19^th Judicial Circuit receives grant funding from the Illinois Department of Healthcare and Family Services to provide mediation services for never-married parents involved in visitation and custody-related disputes in an effort to increase child support collections from this population.

•                     This access and visitation grant does not require matching funds and the state would like to renew this agreement and continue funding the 19^th Judicial Circuit’s program in the amount of $42,686 for state fiscal year 2011.

•                     The program has served 113 families and resulted in 100 parenting plans since its implementation in December 2008.

Body

WHEREAS, the 19^th Judicial Circuit entered into an agreement in state fiscal year 2009 with the Illinois Department of Healthcare and Family Services to provide mediation services for non-married parents involved in visitation and custody-related disputes; and

WHEREAS, the Illinois Department of Healthcare and Family Services would like to renew this agreement and continue funding the 19^th Judicial Circuit’s program in the amount of $42,686 for state fiscal year 2011; and

                     WHEREAS, this access and visitation grant does not require matching funds; and

                     WHEREAS, it is necessary to appropriate the $42,686 in new funding and authorize the necessary approvals to formally accept this grant renewal.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that it hereby authorizes the Second and Final Renewal of Agreement No. 2009-55-024 with the Illinois Department of Healthcare and Family Services and an emergency appropriation of $42,686 for the 19^th Judicial Circuit of Lake County Access and Visitation Program for state fiscal year 2011; and

BE IT FURTHER RESOLVED, that the $42,686 be appropriated in account 101-3200010-71140-000-000-000-32002 with offsetting revenue to be deposited in account 101-3200010-45340-000-000-000-32002.
