Renewal of the State’s Attorney’s Multi-Jurisdictional Drug Prosecution grant program (agreement #407023) awarded by the Illinois Criminal Justice Information Authority, including $204,858 in federal funds.

Staff Summary

                     This is a renewal of the Multi-Jurisdictional Drug Prosecution Program, a federal grant administered through the Illinois Criminal Justice Information Authority.  Funding for this grant began in 1988 and has been renewed each year; for this year the period is October 1, 2009 through September 30, 2010. The grant program requires a 25% match or $1 for every $3 in federal funds.

                     This program funds half of the salaries for four Assistant State’s Attorneys, two secretaries, one paralegal, and one investigator dedicated to the prosecution of drug-related offenses.

                     Program goals include (1) deterring drug-related crime through criminal investigations and prosecution (from October 1, 2008 through June 30, 2009, the State’s Attorney’s Office initiated 488 felony drug prosecutions); (2) focusing the prosecution of drug-related crimes on recent legislative changes that has increased emphasis on and penalties of various drug-related offenses; (3) increasing the Lake County State’s Attorney’s Office cooperative effort with local, state, and federal law enforcement agencies in conducting pre-arrest investigations and subsequent prosecutions to identify, track, and prosecute drug-related trafficking, conspiracies, and other offenses; and (4) engaging these appointed Assistant State’s Attorneys and support staff to act as prosecutorial liaisons for police trainings, legal updates, and case-related issues involving community drug-related prosecutions.

                     Sources of Program Funding include federal funds in the amount of $204,858; matching funds from Asset Forfeiture in the amount of $30,000; and a County contribution in the amount of $38,286 for match and $111,596 for overmatch for a grant program total of $384,740.

                     Program expenses include $282,297 in salaries/wages and $102,443 in benefits, and are calculated based on grant program-assigned personnel’s 50% allocation of time to the grant.

                     WHEREAS, the Illinois Criminal Justice Information Authority (ICJIA) has announced the continuation of a 12-month grant in the amount of $204,858 in federal funds for the State’s Attorney’s Multi-Jurisdictional Drug Prosecution program to provide concentration on convictions of drug-related cases and offenders; and

 

                     WHEREAS, the grant program will fund a portion of the salaries for four Assistant State’s Attorneys, one investigator, two secretaries, and one paralegal in the Drug Prosecutions Division; and

 

                     WHEREAS, the program budget of $384,740, as submitted to ICJIA, consists of $204,858 federal funds, $68,286 for a required 25% match, and $111,596 in overmatch funds all of which shall be provided as follows: $204,858 in federal funds distributed by ICJIA, to be deposited to State’s Attorney’s general budget management center 101-3307010, $30,000 in matching funds from the State’s Attorney’s Asset Forfeiture Fund 760-3318010, and $38,286 in matching funds and $111,596 in overmatch funds charged to the State’s Attorney’s general budget management center 101-3307010; and

 

                     WHEREAS, it is necessary to authorize the renewal as described herein:

 

                     NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the renewal of the State’s Attorney’s Multi-Jurisdictional Drug Prosecution Grant, in the amount of $204,858 for the period beginning October 1, 2009 through September 30, 2010, is hereby accepted; and

 

                     BE IT FURTHER RESOLVED, that the Chairman of the Board, the Lake County State’s Attorney, and the Lake County Treasurer are hereby authorized to execute the necessary documentation to accept the renewal; and

 

                     BE IT FURTHER RESOLVED, that grant revenue in the amount of $204,858 from the ICJIA and $30,000 matching funds from account 760-3318010 will be deposited in the appropriate revenue account in 101-3307010, and $38,286 matching and $111,596 overmatch funds, budgeted in the regular State’s Attorney’s budget will be charged to management center 101-3307010; and

 

                     BE IT FURTHER RESOLVED, that the State’s Attorney shall serve as project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State’s Attorney Office.
