Joint resolution authorizing the submission of a Healthy Houses Program Application to the Illinois Department of Commerce and Economic Opportunity (DCEO).

 

Staff Summary

                     The Illinois DCEO made over $21,000,000 available to support for installation and/or replacement of entire Heating, Ventilation and Air Conditioning (HVAC) Systems in multi-family, low to moderate income rentals. The funding opportunity does not require local match.

                     Lake County Community Development is proposing an application requesting the maximum of $2,000,000.

                     If selected, the funds would be pass through to eligible landlords/property owners with low-to-moderate (LMI) income qualified rental units located in Lake County.

RESOLUTION

 

WHEREAS, Lake County is applying to the State of Illinois for a Community Development Block Grant with applications due November 6,2024; and

 

WHEREAS, at a meeting held on September 11, 2024, the Lake County Housing and Community Development Commission voted to approve the submission of the Illinois Department of Commerce and Economic Opportunity CDBG-CV Healthy Houses application; and

 

WHEREAS, at a public hearing held on September 24,2024, the Lake County Health and Community Services Committee voted to approve the submission of the Illinois Department of Commerce and Economic Opportunity CDBG-CV Healthy Houses application; and

 

WHEREAS, should Lake County be awarded the grant, funding would be passed through to eligible landlords/property owners with low-to-moderate (LMI) income qualified rental units located in Lake County; and

 

WHEREAS, it is necessary that an application be made and agreements entered into with the State of Illinois.

 

NOW, THEREFORE, BE IT RESOLVED, as follows:

1)                     that Lake County apply for a grant under the terms and conditions of the State of Illinois and shall enter into and agree to the understandings and assurances contained in said application.

2)                     that the Lake County Board Chair and County Clerk on behalf of Lake County execute such documents and all other documents necessary for the carrying out of said application.

3)                     that the Lake County Board Chair and County Clerk are authorized to provide such additional information as may be required to accomplish the obtaining of such grant.
