•                     Global Positioning System/Automatic Vehicle Location (GPS/AVL) Equipment and Services: Contract

•                     Lake County desires to enter into a contract for Global Positioning System/Automatic Vehicle Location (GPS/AVL) Equipment and Services.

•                     The GPS/AVL will be equipped to snow removal equipment and other road maintenance equipment of the Lake County Division of Transportation.

•                     Request for Proposals was extended to 12 firms and 5 proposals were received.

•                     The LCDOT Maintenance Department evaluated all 5 proposals and held interviews with the top two (2) ranked firms.

•                     Based on the criteria set forth in the Request for Proposals, CompassCom Software Corp in Centennial, CO was selected as the most favorable proposal for Lake County.

•                     This contract will not exceed $130,000 and is being funded through the Lake County Energy Efficiency and Conservation Block Grant Program.

RESOLUTION

WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, proposals were called for by publication for GPS/AVL Equipment and Services for snow removal equipment  at the Division of Transportation; and

WHEREAS, these services include real time vehicle locators, history tracking, smart routing capability, data logging, report writing, and maintenance tracking, and

WHEREAS, subsequent to said publication, Request for Proposals were extended to 12 vendors; and

WHEREAS, sealed proposals were received from five (5) vendors and opened in the County Building, Waukegan, Illinois, on April 27, 2010; and

WHEREAS, an evaluation committee held interviews with the top two (2) ranked firms; and

WHEREAS, based on the criteria set forth in the Request for Proposals, the Evaluation Committee selected CompassCom Software Corp in Centennial, CO as the most favorable proposal for Lake County.

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is authorized to negotiate and enter into a contract with CompassCom Software Corp in Centennial, CO for Global Positioning System/Automatic Vehicle Location (GPS/AVL) Equipment and Services for snow removal equipment and other road maintenance equipment for the Lake County Division of Transportation not to exceed $130,000 and charged to account 101-1103910-84100-000-000-00000.
