Joint resolution approving a contract with Granicus, Denver, Colorado, in the amount of $71,531.85 for GovDelivery Experience Engagement Cloud Essentials.

 

Staff Summary

                     Lake County’s multi-year agreement with Granicus to use GovDelivery to send mass distribution emails to the public, businesses, government agencies, and more, expires at the end of Fiscal Year 2025.

                     Due to Granicus changing its subscription fees model, Lake County needs to migrate to the GovDelivery Government Experience Engagement Cloud Essentials platform, allowing up to 350,000 unique contacts.

                     A cooperative purchasing contract with Granicus has been identified through OMINA Partners (NCPA 01-115) to procure needed goods, services, construction, or professional services that were competitively solicited and awarded.

                     Omnia Partners competitively procured the services for Software and SaaS Solutions through a Request for Proposal (RFP) that allowed multiple awards to qualified vendors. Omnia Partners received 21 proposals and identified nine qualified vendors, of which Granicus was awarded a contract.

RESOLUTION

 

WHEREAS, in 2014, several Lake County offices and departments began using GovDelivery; and

 

WHEREAS, Lake County utilizes GovDelivery to send news releases, media advisories, e-newsletters, bid notifications, and other mass distribution emails to the public, businesses, government agencies, and more; and

 

WHEREAS, Lake County’s multi-year agreement with Granicus for the GovDelivery Communications Cloud expires at the end of Fiscal Year 2025; and

 

WHEREAS, Granicus has changed it subscription fees model to account for the number of unique contacts an organization has in GovDelivery; and

 

WHEREAS, due to Lake County having approximately 291,000 unique contacts in GovDelivery, this contract is for the GovDelivery Government Experience Engagement Cloud Essentials platform, allowing up to 350,000 unique contacts; and

 

WHEREAS, this contract adds Single Sign-On, an internet security best practice that will require users to “sign on” through Lake County’s controlled security system to access GovDelivery; and

 

WHEREAS, this contract authorizes an agreement for GovDelivery for the duration of one year, not to exceed the cost of $71,531.85; and

 

WHEREAS, pursuant to Chapter 33.115 of the County’s Purchasing Ordinance, Cooperative Joint Purchasing Authorized, the County may participate in a cooperative purchasing agreement for the procurement of goods, services, construction, or professional services with one or more public procurement units in accordance with an agreement entered into between the participants; and

 

WHEREAS, a cooperative purchasing contract with Granicus has been identified through Omnia Partners (NCPA 01-115) to procure needed goods, services, construction, or professional services that were competitively solicited and awarded.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is authorized to enter into a contract with Granicus for the GovDelivery Experience Engagement Cloud Essentials with enhanced ADFS Single Sign-On Security in the amount of $71,531.85 to be charged to 101-1101030-71230.
