Joint resolution authorizing execution of an Agreement for Engineering Services with Farnsworth Group, Inc., Bloomington, IL, in the amount of $125,850 for engineering and construction related services associated with the 2010 SCADA Improvements Project.
Staff Summary
• The Public Works Department operates over 140 remote water and sanitary sewer facilities across the County with varying levels of Supervisory Control and Data Acquisition (SCADA).
• In 2009 the Public Works Department contracted with Baxter and Woodman Control Systems Integration and produced the Lake County Public Works SCADA System Master Plan which took an inventory of our current SCADA systems and laid out various improvements and how best to implement them.
• This year’s project targets approximately 60 facilities within our Northeast and South Central regions for SCADA upgrades at the sites as well as telemetry installations to establish both better communication within the regions and ultimately monitoring capability at the Public Works Department’s Administration Building in Libertyville as a proposed central hub.
• Farnsworth Group, Inc. was selected by the Public Works Department as the design engineer for the project using procedures outlined in the Local Government Professional Services Selection Act.
• This resolution authorizes execution of an Agreement for Engineering Services with Farnsworth Group, Inc., Bloomington, IL, in the amount of $125,850 for engineering and construction related services associated with the 2010 SCADA Improvements Project, charging the cost thereof to Accounts No. 610-4833098-71170-48310, No. 610-4833198-71170-48310, No. 610-4843598-71170-48310, and No. 610-4843698-71170-48310.

WHEREAS, the County of Lake owns and operates various water supply and sanitary sewer facilities across the County; and
WHEREAS, the 2009 Lake County Public Works SCADA System Master Plan indicates various improvements are necessary to properly upgrade and allow for current SCADA technology to be utilized; and
WHEREAS, the engineering and construction related services associated with a SCADA project requires the services of a specialized engineering firm; and
WHEREAS, the Public Works Department solicited and received statements of interest from five possible design firms; and
WHEREAS, the Public Works Department evaluated the statements of interest based on several criteria and determined that Farnsworth Group, Inc. was the most qualified firm to provide professional engineering services for this project; and
WHEREAS, an Agreement has been negotiated with Farnsworth Group, Inc., Bloomington, IL, to provide the necessary engineering and construction related services; and
WHEREAS, execution of this Agreement for Engineering Services must be authorized by Resolution of this County Board.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute the attached Agreement for Engineering Services with Farnsworth Group, Inc., Bloomington, IL, in the amount of $125,850 for engineering and construction related services associated with the 2010 SCADA Improvements Project, charging the cost thereof to Accounts No. 610-4833098-71170-48310, No. 610-4833198-71170-48310, No. 610-4843598-71170-48310, and No. 610-4843698-71170-48310.
