· Winchester Road and County Access Road: Professional Engineering Services; Change Order No.1 and Supplemental Appropriation.
· Additional professional engineering services are required for an increase in the analysis, modeling, and calculations for the required floodplain compensation and subsequent IDNR permit, plus the relocation of the County's fiber optic line.
· The original appropriation of $200,000 of Motor Fuel Tax funds needs to be supplemented by $55,000 to cover Change Order No. 1.

R E S O L U T I O N
WHEREAS, Winchester Road, County Highway 69, is a designated route on the County highway system; and
WHEREAS, Winchester Road is in need of left turn lanes, west bound into the Libertyville Park and east bound at the west County access road, and a barrier median at the Metra tracks; and
WHEREAS, this Lake County Board, at its meeting of April 12, 2011, appropriated $200,000 of Motor Fuel Tax funds for the professional engineering services to improve Winchester Road, from west of the Metra railroad to east of the west County access road, by adding left turn lanes; and
WHEREAS, additional professional engineering services are required for an increase in the analysis, modeling, and calculations for the required floodplain compensation and subsequent IDNR permit, plus the relocation of the County's fiber optic line; and
WHEREAS, a supplemental appropriation of funds is necessary for the professional engineering for the above described change of above-said improvement; and
WHEREAS, the Lake County Purchasing Ordinance requires the Public Works and Transportation Committee and the Finance and Administrative Committee to approve change orders with cumulative totals above 10% of the original contract.
NOW, THEREFORE BE IT RESOLVED that a supplemental appropriation of $55,000 of Motor Fuel Tax funds is hereby authorized for the improvement of Winchester Road, from west of the Metra railroad to east of the west County access road, by adding left turn lanes, and designated as Section 10-00151-22-CH.
BE IT FURTHER RESOLVED that this resolution being presented to the Lake County Board for approval, the Public Works and Transportation Committee, and Finance and Administrative Committee hereby have approved Change Order No.1.
BE IT FURTHER RESOLVED that this supplemental appropriation be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the "Agreement of Understanding" between the Illinois Department of Transportation and Lake County, dated January 22, 2003.
