Title

Joint resolution authorizing the renewal of interagency agreement #210059 with the Illinois Criminal Justice Information Authority to provide federal funding of $35,605 for the Children’s Advocacy Center Bilingual Victim Advocate Grant for an additional twelve months.

Staff Summary

Beginning in 1999, the Children’s Advocacy Center has annually implemented this grant to supplement funding for a bilingual victim advocate.

This grant, covering the period October 1, 2010 through September 30, 2011, funds a portion salary for one of the three victim advocates housed at the Lake County Children’s Advocacy Center. The victim advocate provides comprehensive supportive services to child victims and their non-offending family members throughout the court process with the goals of preventing re-victimization of children through education and emotional support.

The Children Advocacy Center has served an average of 506 victims and non-offending family each year over the last nine years.

Program expenses during the grant fiscal year are estimated at $54,635 in salary and $19,929 in fringe for a total of $74,564.

Sources of funding include $35,605 in federal funds for salary, $8,901 for the 20% required match for salary, and $30,058 in overmatch for salary and fringe for a total of $74,564. The Children’s Advocacy Center reimburses the State’s Attorney’s Office for the required 20% match and overmatch for the rest of salary and benefits.

The grant award increased 10% from last year, which in turn reduces the local match and overmatch cost for the position.
