Staff Summary
• Replacement and automation of water meters has been identified in the Public Works’ capital improvement program.
• This project will include replacement of 20,000 water meters associated with the County’s twelve retail water/sewer systems and a new automated, fixed network meter system, which will allow the water meter data to be transmitted via a network of antennas to the Public Works’ billing division.
• Several benefits will be realized as a result of these new meters, including: more accurate and timely readings, leak detection, and enhanced reporting capabilities for customers.
• The County performed a selection process to short list vendors qualified to submit bids for the project.
• Following evaluation by a selection committee from multiple departments of the seven vendors that submitted Statements of Interest, two vendors were invited to bid.
• Award of this contract is recommended to Professional Meters, Inc. of Morris, IL, the lowest responsive and responsible bidder, in the amount of $6,581,949.
• This resolution authorizes execution of the contract with Professional Meters, Inc. in the amount of $6,581,949 for the Water Meter Replacement and Fixed Network Automated Meter Reading System.

R E S O L U T I O N
WHEREAS, the County of Lake (County) owns, operates and maintains twelve (12) water systems, at various locations within Lake County; and
WHEREAS, within the twelve water systems, the County maintains and reads manual water meters for approximately 20,000 retail water and sewer customers for purposes of billing and collecting water and sewer user fees; and
WHEREAS, the County’s long-term infrastructure improvements program requires replacement and automation of the County’s meter reading system; and
WHEREAS, in accordance with the Lake County Purchasing Ordinance, a Statement of Intent was issued for purpose of selecting a short list of qualified firms to receive an invitation to bid; and
WHEREAS, the County received statements of intent for this work from seven (7) vendors; and
WHEREAS, following evaluation of the statements of intent and qualifications of the vendors, the County developed a short list of two (2) vendors to receive an invitation to bid; and
WHEREAS, the two (2) sealed bids were received and publicly opened in the office of the Purchasing Department on Tuesday, March 14, 2013, at 2:00 p.m., and
WHEREAS, Professional Meters, Inc. is the lowest responsive and responsible bidder in the amount of $6,581,949; the other bid received was in the amount of $7,476,549.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute a contract with Professional Meters, Inc., Morris, IL in the amount of $6,581,949.15 for the Water Meter Replacement and Fixed Network Automated Meter Reading System and charging the costs thereof to Account No. 610-4887799-85010-48310.
