R E S O L U T I O N
 
WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, for the bituminous maintenance of various County roads and bike paths which includes Hot Mix Asphalt (HMA) patching of County highways and HMA shoulder patching.  The HMA highway patching includes sections of Deep Lake Road from Grass Lake Road to IL Route 132; Grass Lake Road from US Route 45 to Deep Lake Road; Wadsworth Road from US Route 41 to Des Plaines River Bridge; Kilbourne Road from Wadsworth Road to IL Route 173; Lewis Avenue from York House Road to Sunset Avenue; Lewis Avenue south of 21st Street; Lewis Avenue south of 33rd Street; 33rd Street from Green Bay Road to Lewis Avenue; Millburn Road from Hunt Club Road to US Route 45; Kelsey Road; Hawley Street; Fremont Center Road; Gilmer Road; St. Mary's Road from IL Route 176 to IL Route 60; St. Mary's Road south of IL Route 60; Everett Road east of St. Mary's Road; Saunders Road from Deerfield Road to Lake Cook Road and Rollins Road from US Route 45 to IL Route 83.  The HMA shoulder patching includes sections of Wadsworth Road west of US Route 41 and Kilbourne Road south of IL Route 173, and designated as Section 13-00000-13-GM; and
 
WHEREAS, in addition to the base bid work described above, the added alternative bidding process was used for bidders to provide costs for including Alternative A, B, C, D and E work, with a total contract award limit of $600,000.00; and
 
WHEREAS, added Alternative A consists of HMA patching of County highways which includes sections of Stearns School Road from Hunt Club Road to Dilleys Road; Stearns School Road from Hunt Club Road to US Route 45; Delany Road north of US Route 41, and Old McHenry Road at Abbey Glen Drive; and
 
WHEREAS, added Alternative B consists of HMA patching of County highways which includes sections of Wilson Road from IL Route 60 to IL Route 120; Fairfield Road from IL Route 60 to IL Route 120 and Bonner Road; and
 
WHEREAS, added Alternative C consists of HMA patching of County highways which includes sections of Ela Road and Butterfield Road; and
 
WHEREAS, added Alternative D consists of HMA patching of County highways which includes sections of Rollins Road from Grand Avenue to Wilson Road; Fairfield Road from IL Route 120 to IL Route 134; Wilson Road from IL Route 120 to IL Route 134; Big Hollow Road and Gelden Road; and
 
WHEREAS, added Alternative E consists of HMA patching of Hunt Club Road from Stearns School Road to Millburn Road; and
 
WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened on May 21, at 10:00 AM at the Lake County Division of Transportation in Libertyville, Illinois; and
 
WHEREAS, a tabulation of said bids compared to the total contract award limit of $600,000.00 resulted in the work to be done consisting of the base bid work and Alternatives A through E work, the combined bid tabulations being as follows:

WHEREAS, the Public Works and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Schroeder Asphalt Service, Inc., Huntley, Illinois, their bid being $565,918.96, based on estimated quantities and unit prices; and
 
WHEREAS, this Lake County Board, by prior resolution at its meeting of March 12, 2013, appropriated $505,000 of Matching Tax funds and $120,000 of Motor Fuel Tax funds for the bituminous maintenance of various County roads and bike paths, and designated as Section 13-00000-13-GM.
 
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract is awarded to said Schroeder Asphalt Service, Inc., Huntley, Illinois, in accordance with their bid of $565,918.96 based on estimated quantities and unit prices and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized, and they are hereby directed to enter into a contract with said low bidder for  the bituminous maintenance of various County roads and bike paths and Alternatives A through E work, as described above, and designated as Section 13-00000-13-GM; and
 
BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.
 
BE IT FURTHER RESOLVED that this award be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the "Agreement of Understanding" between the Illinois Department of Transportation and Lake County, dated January 18, 2013
