Joint resolution to execute the necessary documents to submit the 2010 Continuum of Care Homeless Assistance Application.

 

Staff Summary

                     The U.S. Department of Housing and Urban Development (HUD) announced the availability of approximately $1.68 billion for homeless assistance programs, of which Lake County is eligible to apply for at least $1,301,568 with potential bonuses totaling an additional $157,260.

                     Since 1998, Lake County has assumed a leadership role in organizing the homeless assistance planning process required under the Continuum of Care (CoC) and the County annually submits an application for homeless assistance funding.

                     The Lake County Coalition for the Homeless’ CoC Committee, comprised of over 20 homeless service providers, government entities, homeless and formerly homeless persons, and other human service agencies developed the funding recommendations for FY10 Continuum of Care funds.

                     The Community Development Commission (CDC) approved the funding recommendations at its meeting on October 27, 2010.

                     The final Continuum of Care application must be submitted to HUD by November 18, 2010.

                     This resolution authorizes the Chairman to execute the necessary documents to submit the application.

RESOLUTION

 

WHEREAS, the U.S. Department of Housing and Urban Development is making available through a nationwide competition some $1.68 billion for assistance to homeless individuals and families through its Continuum of Care Homeless Assistance NOFA; and

 

WHEREAS, the U.S. Department of Housing and Urban Development is encouraging the coordination of efforts among homeless service providers and units of local government; and

 

WHEREAS, Lake County has assumed a leadership role in organizing the homeless planning process required under the Continuum of Care Homeless Assistance NOFA, which has involved the participation of many providers of public services, units of local government, representatives of County advisory commissions, other concerned citizens, and homeless and formerly homeless individuals; and

 

WHEREAS, Lake County agencies are eligible to receive $1,301,568 with potential bonuses totaling an additional $157,260 for homeless and housing services if a consolidated application for funding under this competitive grant program is submitted; and

 

WHEREAS, the Lake County Coalition for the Homeless developed funding recommendations based on the guidelines set forth by the US Department of Housing & Urban Development; and

 

WHEREAS, the Continuum of Care Homeless Assistance application is due November 18; and

 

WHEREAS, upon notification of a Continuum of Care award by the Department of Housing and Urban Development, the Health and Community Services and Financial and Administrative Committees will present a second resolution at a future date to: 1) accept the 2010 Continuum of Care award, 2) authorize an emergency appropriation in the amount awarded, and 3) authorize the County Board Chairman or designee to execute contracts with subrecipient entities for the expenditure of those funds.

 

NOW, THEREFORE BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Chairman of the Lake County Board or her designee is hereby authorized to execute the necessary documents to submit an application for the 2010 U.S. Department of Housing and Urban Development's Continuum of Care Homeless Assistance NOFA.
