Staff Summary

                     The Lake County Department of Public Works (LCPW) owns and operates the Des Plaines River Water Reclamation Facility, New Century Town Water Reclamation Facility, and Mill Creek Water Reclamation Facility which provide wastewater treatment for numerous municipalities and surrounding unincorporated areas.

                     These facilities produce biosolids and the department plans to centralize all the drying of these products at the Des Plaines River plant, and the biosolids dryer requires 24-hour on-site operational coverage to increase dryer run time, throughput, and efficiency.

                     Converting the municipal wastewater biosolids to a Class A material will provide beneficial use of the product, cost savings, and disposal options for the department.

                     The County extended a Request for Proposals to several vendors and received one response for Biosolids Dryer Operations Services.

                     The award of this contract is recommended to the qualified vendor, Griffin Residuals, LLC, Doral, Florida.

                     The contract has a two-year term with the opportunity to extend for three additional one-year periods.

                     This resolution authorizes and directs the County Purchasing Agent to execute a contract with Griffin Residuals, LLC. in the estimated amount of $855,480 annually for the Biosolids Dryer Operations services.

RESOLUTION

 

WHEREAS, the Lake County Department of Public Works (LCPW) plans to centralize its biosolids drying operations at the Des Plaines River Water Reclamation Facility: and

 

WHEREAS, biosolids are produced from the three water reclamation facilities and the Komline dryer will require 24-hour on-site operational coverage to increase dryer run time, throughput, and efficiency; and

 

WHEREAS, converting the municipal wastewater biosolids to a Class A material will provide beneficial use, cost savings, and disposal options for the department; and

 

WHEREAS, in accordance with the Lake County Purchasing Ordinance, a Request for Proposal was extended to several vendors; and one response was received; and

 

WHEREAS, based on the criteria set forth in the Request for Proposals, the evaluation committee deemed Griffin Residuals, LLC as a qualified vendor.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute a contract with Griffin Residuals, LLC, Doral, Florida in the estimated annual amount of $855,480 for Biosolids Dryer Operation Services.
