Staff Summary
• This is an application to issue a Conditional Use Permit to allow the development of the “Lake County Advanced Response Training Academy” on the Sheriff’s shooting range property which has been leased to the applicant corporation by the County.
• The property contains 80 acres and is located on the north side of Russell Road ¼ mile east of the Tollway.
• The facility will offer a wide range of training services and objects such as a burn tower, rubble piles, railroad cars and a vehicle driving practice course unlike anything in the region. Training will be available to all types of emergence first-responders including police, fire and utility personnel.
• The Zoning Board of Appeals, Regional Planning Commission and Planning Department staff all recommend approval.

WHEREAS, a public hearing has been held by the Lake County Zoning Board of Appeals pursuant to the Statutes of the State of Illinois on the petition of County of Lake and Great Lakes Disaster Training Facility, Inc. relative to a request for a Conditional Use Permit to allow a public safety training facility for the following real estate, to-wit:
THE WEST HALF OF THE WEST FRACTIONAL HALF OF SECTION 3, TOWNSHIP 46 NORTH, RANGE 11, EAST OF THE THIRD PRINCIPAL MERIDIAN, IN LAKE COUNTY, ILLINOIS.

WHEREAS, your Department of Planning, Building and Development duly considered the aforesaid petition and recommends that it be approved; and
WHEREAS, your Zoning Board of Appeals, after reviewing the testimony presented at the public hearing on the aforesaid petition, has submitted its report thereon to the County Board and its report recommends by a vote of 6-0 that the petition be granted subject to the conditions contained in their recommendation; and
WHEREAS, your Planning, Building and Zoning Committee duly considered the petition and reports aforedescribed and recommends by a vote of ___ that the petition be ________ subject to the conditions attached hereto as Exhibit ___. NOW, THEREFORE, BE IT RESOLVED by the Lake County Board, that the prayer of the Petitioner be granted and that the above described real estate shall be issued a Conditional Use Permit to allow a public safety training facility in accordance with and subject to the conditions contained in Exhibit ___; and
BE IT FURTHER RESOLVED that the County Board accepts the findings of the Zoning Board of Appeals and adopts them as its own; and
BE IT FURTHER RESOLVED, that the Secretary of said Zoning Board of Appeals be instructed to notify the petitioner as to the action taken by the Board.
