Joint resolution authorizing an agreement with the State of Illinois/Illinois Department of Transportation (IDOT) for the utilization of federal highway funds for the installation of Adaptive Traffic Signal Control and traffic signal modernization along Aptakisic Road, from Brandywyn Lane to Parkway Drive, and along Gilmer Road, from Fremont Center Road to Midlothian Road, appropriating $2,140,000 of ¼ % Sales Tax for Transportation and Public Safety funds for this improvement, and designated as Sections 11-00088-19-TL and 11-00999-23-TL.
 
Staff Summary
·      Aptakisic Road and Gilmer Road Adaptive Traffic Signal Control: IDOT Agreement and Appropriation.
·      Adaptive Traffic Signal Control is new technology for Lake County that allows for real time collection of traffic data and signal timing.
·      Aptakisic Road, from Brandywyn Lane to Parkway Drive, and Gilmer Road, from Fremont Center Road to Midlothian Road, have been selected as the first installation.
·      The work also includes traffic signal modernization along the corridors.
·      Lake County will be reimbursed through IDOT for 80% of the cost of this improvement.
·      This resolution authorizes the execution of an agreement with the State of Illinois for the utilization of these federal highway funds, and appropriates $2,140,000 of ¼ % Sales Tax for Transportation and Public Safety funds.

R E S O L U T I O N
 
WHEREAS, Aptakisic Road, County Highway 33, and Gilmer Road, County Highway 26, are designated routes on the County highway system; and
 
WHEREAS, Adaptive Traffic Signal Control is new technology for Lake County; and
 
WHEREAS, Lake County and the State of Illinois believe it would be beneficial to the safety and welfare of the motoring public if the traffic signals are modernized, and Adaptive Traffic Signal Control is installed along Aptakisic Road, from Brandywyn Lane to Parkway Drive, and along Gilmer Road, from Fremont Center Road to Midlothian Road; and
 
WHEREAS, Lake County and the State of Illinois are desirous of entering into an agreement to utilize federal highway funds for the above-proposed improvement, a draft copy of which is attached hereto.
 
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute on behalf of Lake County an agreement, and any subsequent amendments thereto, pertaining to the financing of the above-named improvement.
 
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement and any amendments to be executed by the County Board Chair and the County Clerk.   
 
BE IT FURTHER RESOLVED that there is appropriated $2,140,000 of ¼ % Sales Tax funds for Transportation and Public Safety for construction of this improvement, and is designated as Sections 11-00088-19-TL and 11-00999-23-TL.
 
BE IT FURTHER RESOLVED that this agreement, and any amendments, when executed in their final form, be submitted to the Illinois Department of Transportation for their approval and final processing.
